Peru City Council Member and Council President Theresa Westfall was served with a recall petition on Jan. 9, 2026. The petition was filed by Cindy De La Cruz of Peru.
In the petition, De La Cruz alleges that she seeks Westfall’s recall for misconduct, exceeding her authority, acting contrary to the city’s best interests, and conspiring with a former city employee to undermine the elected mayor’s ability to perform the duties of the office.
When reached for comment, De La Cruz said she had hoped the community could move forward after a failed recall effort against the mayor. “When the mayoral recall failed, I hoped this could all be set aside so the community could move on,” she said. “However, Westfall’s conduct after the December council meeting shows us that this might not be the case. Peru needs to move forward.”
