PUBLIC HEARING
ANNOUNCEMENT
The Nemaha Natural Resources District will hold a public hearing on Thursday September 4th, 2008 at 7:00 p.m. at the District office (62161 US Highway 136, Tecumseh, NE 68450) to receive written and oral testimony concerning the changes and additions to the District's Groundwater Management Plan (GWMP) and corresponding Rules and Regulations.
The changes and additions to the GWMP and the Rules and Regulations would apply geographically to include all lands and water bodies within the boundaries of the Nemaha NRD. Also, the proposed changes would apply stratigraphically to all groundwater located within the Nemaha NRD and is not limited to just groundwater found in the Missouri River and Paleovalley Alluvial Aquifers, shallow aquifers or other such bedrock aquifers within the District. Upon District Board approval of the changes and additions to the GWMP and Rules and Regulations, the following actions will be taken:
Criteria establishing the amount of information required by a well permit applicant and when a water well permit and/or a variance is required
Criteria used to determine and delineate groundwater quantity management areas
Criteria establishing rules and regulations for varying phase levels of groundwater quantity management
Criteria establishing rules and regulation for water well spacing, groundwater transfers, certification of acres, use of flowmeters, water use reports and allocation of groundwater use
These actions are a general description of the changes and additions to the GWMP and the Rules and Regulations. Public hearing was held for the purpose of sitting at a Board of Equalization and levying special assessments in connection with Street Improvement District No. 2007-1, Water Extension District No. 2007-1 and Sanitary Sewer Extension District No. 2007-1. Special assessments for Street Improvement District No. 2007-1, Water Extension District No. 2007-1 and Sanitary Sewer Extension District No. 2007-1 were approved by the passage and adoption of Resolution No. 16-08.
The revised estimate of cost for Street Improvement District No. 2008-1 was approved.
The revised estimate of cost for Street Improvement District No. 2008-2 was approved.
With four Council Members (Thomas, Holtzman, Glen Krueger and Wittmann) voting in favor and one Council Member (Mary Kruger) voting in opposition, the proposal from Veenstra & Kimm Inc. was approved in the amount of $1850 to provide a cost estimate for the proposed project to provide access and street improvements for the development of land on Hwy 136 for a farm supply store.

With four Council Members (Thomas, Holtzman, Glen Krueger, and Wittmann) voting in favor and one Council Member (Mary Kruger) voting in opposition, the City Council gave approval to change the mileage reimbursement from 37.5 cents to 45 cents.
City Council confirmed the appointment of Heath Christiansen to the Planning Commission.

The Board members immediately went to the new bus barn site to discuss details with contractor John Hippen. They returned to the Distance Learning Room at 8:50 p.m. John Hippen also agreed to assess the leak of the roof of the concessions building and make a recommendation for repair.
Discussion was held regarding electrical work, rock, and gutters for the bus building. Mr. Andreesen will seek proposals and cost estimates for these projects.
