The Board of Commissioners of the County of Nemaha, State of Nebraska will receive sealed bids at the Nemaha County Clerks Office, 1824 N Street, Ste 201, Auburn NE until 9:00 a.m. on the 9th day of November, 2011 for a “2003 or newer, ¾ ton, 4x4, 100,000 miles or less pickup”.
Receipt of bids will close at 9:00 a.m. on November 9, 2011 and immediately thereafter such bids shall be simultaneously opened publicly and in the presence of the bidders or representatives of the bidders.
No bidder may withdraw their bid for a period of 30 days after the time of receiving bids.
The Nemaha County Board of Commissioners reserves the right to reject any and all bids or to waive any irregularities in bids received.  Award of the Contract will be in accordance with the County Purchasing Act’s competitive bidding considerations as set forth in Neb. Rev. The Board of Education of School District #29 of Nemaha County met on October 10, 2011 at Julian Town Hall for the purpose of conducting the regular board meeting.    Notice of the meeting was duly published in the Auburn Newspapers.
President Stephen Kennedy called the meeting to order at 5:30 p.m.  Roll call of members present were: Hemmingsen, Zaruba, Kennedy, Oestmann and Kernes Krause.
Motion by Zaruba and second byHemmingsen to approve the consent agenda that includes the minutes of the 9-12-11 regular meeting and 9-12-11 special hearings.  Roll call vote:  Zaruba (yes), Kennedy (yes), Kernes Krause (yes), Oestmann (yes) and Hemmingsen (yes).  Motion carried 5-0.
Visitors included: David Swanson and the Administrators.
Motion by Zaruba and second by Oestmann that Barb Billesbach be excused from the meeting.  Roll call vote:  Zaruba (yes), Kennedy (yes), Kernes Krause (yes), Oestmann (yes) and Hemmingsen (yes).  Motion carried 5-0.

The next regular monthly meeting of the Board of Education will be held on November 14, 2011 at 5:30 p.m. at the Auburn Public Schools Central Office, 1713 J St.,  Auburn, NE. The agenda for the regular school board meeting shall be kept continuously current and shall be readily available for public inspection at the superintendent’s office during normal business hours.  All items on the board agenda are subject to discussion and/or board action.  The board may enter closed session regarding any item on the agenda, which is permitted by Nebraska Statute.

MINUTES OF A REGULAR MEETING OF THE MAYOR AND CITY COUNCIL OF PERU, NEBRASKA ON SEPTEMBER 12, 2011 AT 7:00 P.M.
Present were: Council Members: Jay Moran, Judie Douglas, Ken Hastings and Joe Whisler.  Mayor Lesley Ryan was absent.  Upon roll call by the City Clerk, a quorum was declared.   Other members of the public were also present.
Council President Whisler called the meeting to order and informed the public of the location of the posting of the Nebraska Open Meetings Act.
The Council reviewed the minutes from the August 8, 2011 Council Meeting.  Council Member Hastings made motion to accept the minutes as written.  Council Member Douglas seconded the motion for acceptance.  Vote indicated: “AYE” All.  Motion: Carried.
The City Clerk reported the June 2011 sales tax deposit was $1,953.37.  Correspondence was received from the City Clerk, Utility Service, Nestor & Mercure, Oak River Insurance, Olsson & Associates, and Control Services.
The monthly claims were reviewed.   Council Member Moran asked if we should wait to be paid by the insurance for the electrical claim at the water plant before paying Control Services. The City Clerk presented the Mayor’s report:  The maintenance workers have been monitoring the temporary compost site, shadowing PeopleService reading meters to prepare for when they take this duty over in October, closely following the regular duty sheet, began cleaning up a property at 6th & Kansas Street, continue to clear trees at 4th & California St. bridge, flushed out west water line hydrant, had repairs made to the JD mower, cleaned-up debris at the white goods site and thanked Brent Lottman and Tony Powell for assisting them with a burn at the temporary compost site.   
Council Member Douglas asked if the maintenance workers were spraying the stumps after cutting trees from the bridge area at 4th & California St.  Council Member Moran assured her this was on his work order request.  The Clerk stated she would check with the maintenance workers.
Council Member Moran made motion to adopt Resolution #2011-04 to Authorize the Reimbursement of Funds Related to the 5th Street Project through the Future Issuance of General Obligation Bonds.  Motion was seconded by Council Member Douglas.  Vote indicated:  “AYE” All.  Motion: Carried.
Lengthy discussion took place regarding a possible donation to be made towards the sandbagging appreciation dinner to be held on September 17th at the Trailhead.  Council Member Whisler made motion to donate $1,000.00 to the sandbagging appreciation dinner.  Motion was seconded by Council Member Hastings.  Vote indicated:  “AYE” All.  Motion: Carried.
Council Member Hastings made motion to ratify the phone poll conducted on 8/17/11 to award work to Constructors Inc. to perform asphalt removal and 4” overlay on 6th Street from Washington to Nebraska and asphalt removal and repair at the intersection of 6th & Hoyt for $29,809.75.  Vote indicated:  “AYE” All.  Motion: Carried.
Council Member Moran made motion to ratify the phone poll conducted on 8/18/11 to allow the Peru VFW to conduct a beer garden for a wedding reception on 9/24/11 from 6:00 p.m. to 1:00 a.m.  Motion was seconded by Council Member Douglas.  Vote indicated: “AYE” All.  Motion: Carried.
Council Member Hastings made motion to ratify the phone poll conducted on 9/6/11 to offer the Deputy Clerk position to Kristie Wemhoff and allow this phone poll to supercede the employment phone poll conducted on 9/1/11.  Motion was seconded by
Council Member Moran.  Vote indicated:  “AYE” All.  Motion: Carried.
Council Member Moran made motion to approve Peggy Kuser’s engagement letter for 2011-12.  Motion was seconded by Council Member Douglas.  Vote indicated:  “AYE” All.  Motion: Carried.
Regarding ice block and doors at the fire barn, Council Member Moran asked if ice block was needed on the east side as well as the west side.  Fire Chief Brent Lottman said the east side is fine.  Moran asked what kind of doors Lottman had in mind. Lottman explained pre-hung doors at about $168.00 each and the fire department would install them.  Council Member Moran made motion to accept the request by the Peru VFD to install ice block on the west side of the fire hall roof and replace the walk-in doors at the fire hall.  Motion was seconded by Council Member Hastings.  Vote indicated:  “AYE” All.  Motion: Carried.
Council Member Douglas made motion to approve the request from Peru State College to close 5th Street from the AV Larson Building to Hoyt St. and reroute traffic for the Homecoming parade on September 24th at 10:00 a.m.  Motion was seconded by Council Member Moran.  Vote indicated:  “AYE” All.  Motion: Carried.
After brief discussion, Council Member Hastings made motion to approve the liquor license for Allen Weible d/b/a/ Cotty’s Place.  Motion was seconded by Council Member Moran.  Vote indicated:  “AYE” All.  Motion: Carried.

October 10, 2011
Meeting called to order at 6:30 pm by Chariman Martin Hayes.  Board members present:  Bob Sailors, Martin Hansen and clerk Kay Fish.  Absent:  Jay Tallmon and Paul Fish.
Motion by Hansen, seconded by Sailors to approve the agenda as presented.  All yes votes.  Motion carried.

Hansen discussed the need for the Sewer CD to be cashed in.  He would like this item put on the November agenda.
Sailors asked how long the mold removal in the Town Hall bathrooms would take.
Hayes reported that work on the wood floor in the Town Hall will begin soon.
There will be a meeting with FEMA on October 11 at 2:30 pm for the board members.
Old Business:
Sailors had contacted the League of Municipalities about the preparing of the 2012 budget.  According to Statue 13-504 the village board shall prepare a proposed budget statement on forms prescribed and furnished by the auditor.  Sailors also stated that Hayes may have a conflict of interest in setting the budget since he is an employee of the Village.  Hayes stated that next year(2012) the board will have a meeting in August where the preliminary budget will be prepared and given to CPA Peggy Kuser.
Hansen said that his neighbors have complained to him about the shooting and loud noises in their area of town. The village clerk was asked to call the Nemaha County Sheriff ‘s office to see what the village can do in this matter.  After the recent street work a driveway approach had been raised and was causing a problem.  Hayes said he would fill it in with asphalt chips.  The street work for 2011 is completed.  The alleys and streets will be looked at in the spring of 2012 for repair in that year.
New Business:
The insurance packet was reviewed and accepted for the coverage period of 10/12/2011 to 10/12/2012.
Sailors would like the Fire Department to give the board a better accounting of their monetary needs.
Hansen wanted a clarification on the $1,935.61 tax revenue shown on the MFO distribution sheet for Brownville.  The MFO monies will be deposited in the All Purpose Account.
The board discussed the membership in the NE Rural Water Association.  Hansen moved and Sailors seconded that the Village renew the membership to the Association.  All yes votes.  Motion carried.
A thank you card was received from Wyatt Gauchat.
