County Board of Commissioners of the County of Nemaha, State of Nebraska met on December 8, 2010, Commissioner’s Chambers, Nemaha County Courthouse, Auburn NE for a regular scheduled meeting.  Notice of meeting published in the Nemaha County Herald on December 2, 2010. The agenda for the meeting was kept continually current and available for public inspection at the office of Nemaha County Clerk during normal business hours and also on the Nemaha County website.  The agenda was held open until one business day prior to the meeting for appearance before the board and items for approval by the Board of Commissioners.  The Board of Commissioners has the right to modify the agenda to include items of an emergency nature only at such public meeting.
Vice-Chairman Bob Hutton called the regular scheduled meeting to order at 8:25 a.m.  Present for the meeting:  Commissioner District 1 Bob Hutton, Commissioner District 3 Randy Rohrs and Deputy County Clerk Diane Johnson.  Commissioner District 2 Monty Lovelace was not present.

MINUTES OF A REGULAR MEETING OF THE MAYOR AND CITY COUNCIL OF PERU, NEBRASKA ON NOVEMBER 8, 2010 AT 7:00 P.M.
Present were: Council Members:   Darrin Reeves, Joe Whisler, Judie Douglas and Jay Moran.  Absent was:  Mayor Lesley Ryan.  In the absence of Mayor Ryan, Council President Darrin Reeves presided as Mayor.
Council Member Reeves called the meeting to order and informed the public of the location of the posting of the Nebraska Open Meetings Act.
The Council reviewed the minutes from the October 12, regular Council Meeting.  Council Member Whisler made motion to accept the minutes as written.  Council Member Douglas seconded the motion for acceptance.  Vote indicated: “AYE” All.   Motion: Carried.
Correspondence was received from: the Department of Environmental Quality, Olsson Associates, ISO, Utility Service Company, UNO-College of Public Affairs, Nemaha County Rural Water District #2 and a private resident from Omaha, NE.
The monthly claims were reviewed.  Council Member Moran asked about the claim from JEO for water system engineering.  The Clerk explained it is a continuation of the work being done on the grant funded water study.  Council Member Whisler made motion to accept the claims as presented.  Motion was seconded by Council Member Moran.  Vote indicated: “AYE” All.  Motion: Carried.  September claims paid are as follows:

The October water report is available at City Hall for public inspection.
Council Member Reeves  presented the Mayor’s report for October 2010.  The maint. workers have been busy with mowing, working the compost site, picking up trash throughout town, water turn ons and turn offs, locates, replacing stolen street signs, had tires replaced on 2008 Chevy, removing and storing picnic tables from mini-park by City Hall, removing and storing the shredder at east shop, performing alley maintenance in preparation for plowing and winterized the trailhead and ball field.
Council Member Moran made motion to approve the interlocal agreement between Peru State College and the City of Peru regarding repairs to 5th Street.  Council Member Whisler made motion to approve the interlocal agreement between Peru State College and the City of Peru, contingent upon changing item #3 to include “north of Main Street”.  Motion was seconded by Council Member Moran.  Vote indicated:  “AYE” All.  Motion: Carried.
Regarding approval of the Fire/Rescue Automatic Aid Agreement, Council Member Moran said he has a problem with it since it does not state specifically how much the cost will be to the City for the additional response.  Council Member Reeves said it would be the same as a regular response call and that it might also reduce our ISO rating which would lower our insurance premium.  Council Member Reeves made motion to approve the Fire/Rescue Automatic Aid Agreement.  Motion was seconded by Council Member Whisler.  Vote indicated:  “AYE” Douglas, Reeves, Whisler.  “NAY” Moran.  Motion:  Carried.
Regarding the 1&6 Year Plan Discussion, Council Member Whisler suggested we continue with 5th Street north of Main, including the drainage issue near the trailhead.  Discussion followed.  Council Member Moran said he would like to move 6th St.: Hoyt to Nebr. St. up on the six year plan list and asked about Park Avenue being on the six year plan.  Moran stated since Park Avenue is a secondary federally funded highway, couldn’t the City get some funding for that project.  The Clerk said the City has been working with Peru State College on this and are hoping for a joint effort on the project.  PSC president Dan Hansen said he is working on finding out who could assist with grant knowledge and other resources for assistance.  Moran said that if anybody would know how to find funding, the state should be able to and it is great that the City and the College are working together.   Whisler said he would like JEO to come to our next meeting and discuss details on the 5th Street project as part of the one year plan so we can start getting bids on the project.
Regarding the Storm/Sanitary Sewer concerns at 5th & Nebraska, Council Member Moran suggested we table this topic until the December meeting.
