State Statute §23-3109(3), of their intent to purchase 2 small wheel loaders Caterpillar 928HZ or equivalent 2008 model or newer with less than 500 hours of use.  Units to have full machine warranty for 36 months and power train coverage for 60 months or 5,000 hours.

INVITATION TO BID
Sealed bids for the construction of Pump Stations and the Sixth Street Sewer Improvements - Phase III will be received for Auburn, Nebraska, represented by Board of Public Works, by the Accounting and Finance Manager.  Bids will be received at City Hall Council Chambers, 1101 ‘J’ Street until 12:00 Noon,
October 14, 2010 and be opened publicly and read aloud at 1:00 p.m. on October 14, 2010.
The work includes the furnishing of all necessary labor, materials, and equipment for the construction of new Pump Stations, Sixth Street Sewer Improvements Phase III, site work and testing of the new sewer lines and Portable Generators supplied to Owner.
Bids will be received on a firm lump sum basis for the work identified on the plans and in the specifications.  Depending on the bid prices, and funding, adjustments can be made in Sewer Rehabilitation and Manhole Rehabilitation Quantities.
The Project is divided into three (3) separate bid packages; the Magnolia Pump Station and 27th Street Pump Station, Sewer Rehabilitation Work, and Portable Generators.

The successful BIDDER will be required to furnish Performance and Payment Bonds as described in Section 00710 - General Conditions.

The Board of Public Works for the City of Auburn reserves the right to waive irregularities and to reject bids.
Any Contract awarded under this Invitation to Bid is expected to be funded in part by the United States Department of Agriculture Rural Development.

1.  Debarment and Suspension
The prospective participants must certify by submittal of EPA Form 5700-49, Certification Regarding Debarment, Suspension and Other Responsibility Matters, that to the best of its knowledge and belief that it and its principals are not presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from covered transactions by any federal department or agency.
2.  Nondiscrimination in Employment
Bidders on this work will be required to comply with the President’s Executive Order No. 11246.  Requirements for bidders and contractors under this order are explained in the specifications.
3.  Disadvantaged Business Enterprise (DBE)
Each bidder must fully comply with the requirements, terms and conditions of the U.S. Environmental Protection Agency, Disadvantaged Business Enterprise (DBE) requirements, including the fair share objectives for disadvantaged business participation during the performance of this contract.  The bidder commits itself to the fair share objective for disadvantaged business participation contained herein and all other requirements, terms and conditions of these bid conditions by submitting a properly signed bid.
