The City is taking the necessary steps to be in a position to enter into a contract for services with the selected firm at the 9-27-2010 City Council meeting.

PROCEEDINGS OF THE
NEMAHA COUNTY
COMMISSIONERS MEETING AUGUST 5, 2010
County Board of Commissioners of the County of Nemaha, State of Nebraska met on August 25, 2010, Commissioner’s Chambers, Nemaha County Courthouse, Auburn NE for a regular scheduled meeting.  Notice of meeting published in the Nemaha County Herald on August 19, 2010. The agenda for the meeting was kept continually current and available for public inspection at the office of Nemaha County Clerk during normal business hours and also on the Nemaha County website.  The agenda was held open until one business day prior to the meeting for appearance before the board and items for approval by the Board of Commissioners.  The Board of Commissioners has the right to modify the agenda to include items of an emergency nature only at such public meeting.
Chairman Lovelace called the meeting to order at 8:43 a.m. Present for the meeting:  Commissioner District 1 Bob Hutton, Commissioner District 2 Monty Lovelace, Commissioner District 3 Randy Rohrs and County Clerk Joyce Oakley.
Motion by Hutton, seconded by Rohrs to approve the agenda as presented.  Roll call vote: Lovelace, aye; Hutton, aye; Rohrs, aye.
Motion by Rohrs, seconded by Hutton to approve the August 11, 2010 regular scheduled meeting minutes with no corrections.  Roll call vote: Hutton, aye; Lovelace, aye; Rohrs, aye.
Motion by Hutton, seconded by Rohrs to approve the claims for payment as presented by the County Clerk and authorized for payment by the Board of Commissioners.  Roll call vote: Rohrs, aye; Lovelace, aye; Hutton, aye.
Chairman Lovelace noted the posting of the Open Meeting Poster and the availability of the Open Meeting Handouts to the public.
Nebraska Public Power District representatives Bill Lundy and Neal Brandenberry was present at the meeting to request an easement to install fiber optic cable in the county roads right of way and approval of 2 flood plain applications.
Motion by Rohrs, seconded by Hutton to adopt Resolution 10-21 granting an easement for a fiber optic cable under county roads  (911 address road 642 north) for Nebraska Public     Power District. Roll call vote:  Lovelace, aye; Hutton, aye; Rohrs, aye.  
Motion by Rohrs, seconded by Hutton to approve Flood Plain Development Permit/Application for Nebraska Public Power District.  Roll call vote:  Hutton, aye; Rohrs, aye; Lovelace, aye.

Albert Fuller, Attorney and Mark Boellstorff were present at the meeting to present a request for funding for the Rural Fire Districts for FY2010-2011.  Motion by Hutton, seconded by Rohrs to adopt Resolution 10-20 setting the Nemaha County Agricultural Society levy at .006544 and the Rural Fire Districts levy at .035377 FY 2010-2011.  Roll call vote:  Lovelace, aye; Hutton, aye; Rohrs, aye.  
Public notice for request for formal proposal for Attorney Services for Nemaha County Child Support Enforcement was advertised in the Nemaha County Herald on August 12, 2010 and August 19, 2010.  The following formal proposals were received: Stephen Kraviec $22,000.00 annual fee and V. Marie Martin $19,500.00 annual fee.  Motion by Rohrs, seconded by Hutton to approve the formal proposal from V. Marie Martin the annual fee of $19,500.00 for Attorney Services for Nemaha County Child Support Enforcement.  Roll call vote:  Rohrs, aye; Lovelace, aye; Hutton, aye.

NOTICE OF REQUEST FOR PROPOSALS
PUBLIC NOTICE is hereby given by the Chair and Board of the Community Redevelopment Authority (CRA) of the City of Auburn, Nebraska, that the CRA has issued a Request for Proposals whereby the CRA will receive applications from the owners of record (Owners) of real property located within Redevelopment Area No. 1 (Redevelopment Area) for grants to construct certain redevelopment projects on their property. The City of Auburn, Nebraska (City) approved the Redevelopment Plan (TIF Plan) for the Redevelopment Area. The Redevelopment Area description is available in map form at the Auburn City Hall, 1101 “J” Street. The owners are eligible to apply for grants from the CRA to construct any of the redevelopment projects approved by the TIF Plan.
RFP Packets will be available for any interested applicant, at the Auburn City Hall, 1101 “J” Street, Auburn, Nebraska, beginning on September 1, 2010. The CRA will receive the applications and consider them as they come in with possible award beginning on September 14, 2010. Additional applications may be considered after September 14 depending on remaining funds and CRA action. Additional information on the TIP Plan, the Redevelopment Area, and the application process may be obtained at City Hall during regular business hours.

Public Notice
The County of Nemaha, Nebraska will receive sealed bids for replacement or installation of stainless steel combo stool and lavatory units at the Nemaha County Jail, 1805 N Street, Auburn NE until Wednesday, September 8, 2010 at 9:00 a.m.
All bids should include costs for:
1. replacement of the stainless steel combo stool and lavatory units with same model as current combo stool and lavatory unit.
2. installation of owners fixtures
Appointments to inspect the current combo stool and lavatory unit can be made by calling 402-274-3139.
Bids must be sent or submitted to the office of the Nemaha County Clerk, 1824 N Street, Ste 201, Auburn NE 68305.  All bids must be enclosed in an envelope and marked on the outside of the envelope:  “Sealed Bid, Combo Stool and Lavatory”.
All bids received will be simultaneously opened publicly and in the presence of the bidders or representatives of the bidders. No bidder may withdraw their bid for a period of 30 days after the time of receiving the bids.
The Board of Commissioners of the County of Nemaha, Nebraska reserves the right to waive informalities and irregularities and to make awards on bids which, in their opinion, serves the best interest of the County of Nemaha, Nebraska or to reject any or all bids. Awarding of the bid will be in accordance with Section No. 10 of LB 393, know as the County Purchasing Act.

The Articles of Incorporation of Peru State College Foundation, Inc. have been amended and restated as follows:
1.  Article I states the name of the Corporation as Peru State College Foundation.
2.  Article II states the Corporation shall be a public benefit corporation.
3.  Article III states the registered office and registered agent of the Corporation.
4.  Article IV states the purpose of the Corporation.
5.  Article V states the powers of the Corporation.
6.  Article VI states that the Corporation shall have no members.
7.  Article VII states the dissolution provisions of the Corporation.
