The Board of Education of School District #29 of Nemaha County met on August 16, 2010 at the Auburn City Hall for the purpose of conducting the regular board meeting.    Notice of the meeting was duly published in the Auburn Newspapers.
President Beth Kernes Krause called the meeting to order at 7:00 p.m.  Roll call of members present were: Hemmingsen, Zaruba, Kennedy, Billesbach and Kernes Krause. Oestmann was absent.
Motion by Zaruba and second by Billesbach to approve the consent agenda that includes the minutes of the 7-19-10 regular meeting.  Roll call vote:  Zaruba (yes), Kennedy (yes), Billesbach (yes), Kernes Krause (yes) and Hemmingsen (yes).  Motion carried 5-0.
Visitors included:  Wayne Chase, Kandi Rohrs, David Swanson and the Administrators.
Motion by Kennedy and second by Hemmingsen that the Board approves the monthly claims in all funds as presented.  Roll call vote: Zaruba (yes), Kennedy (yes), Billesbach (yes), Kernes Krause (yes) and Hemmingsen (yes).  Motion carried 5-0.

Motion by Kennedy and second by Hemmingsen that the monthly financial reports be approved as presented.  Roll call vote: Zaruba (yes), Kennedy (yes), Billesbach (yes), Kernes Krause (yes) and Hemmingsen (yes).  Motion carried 5-0.
Motion by Zaruba and second by Hemminsen that the Board approve approve purchasing a newer 12-passenger van..  Roll call vote: Zaruba (yes), Kennedy (yes), Billesbach (yes), Kernes Krause (yes) and Hemmingsen (yes).  Motion carried 5-0.
President Beth Kernes Krause adjourned the meeting at 7:22 p.m.
The next regular monthly meeting of the Board of Education will be held on September 13, 2010 at 7:00 p.m. at the High School Media Center, 1829 Central Ave. , Auburn, NE. The agenda for the regular school board meeting shall be kept continuously current and shall be readily available for public inspection at the superintendent’s office during normal business hours.  All items on the board agenda are subject to discussion and/or board action.  The board may enter closed session regarding any item on the agenda, which is permitted by Nebraska Statute.

Council Proceedings
July 26, 2010
The Mayor and City Council of the City of Auburn, Nemaha County, Nebraska, were called to meet at the City Hall at 1101 “J” Street on July 26, 2010, at 5:00 o’clock P.M., in Regular Meeting, open to the general public.  
The meeting was called to order by Robert B. Engles.  Upon roll call, the following members of the City Council were present:  Holtzman, Snyder, Wittmann, Thomas.  Absent:  Critser, Erickson.
Mayor Engles announced that the Open Meetings Act is posted on the North wall of the chambers by the entrance door.
Council approved the agenda.  
Council approved the minutes of the July 12, 2010, meeting as written.

Council approved the claims presented.  
There weren’t any requests to attend meetings or trainings.
A public hearing was held to obtain public comment prior to considering a substantial modification to the general redevelopment plan for Redevelopment Project #4 in Redevelopment Area #1, including the withdrawal of authorization for the division of ad valorem taxes levied upon real property located with the Redevelopment Project #4 area boundaries.  Redevelopment Project #4 was designated a redevelopment project pursuant to Sections 18-2101 through 18-2154, Reissue Revised Statutes of Nebraska, as amended (the “Act”).  The notice of the public hearing had been published in the Nemaha County Herald and  the notice of the public hearing had been mailed by United States Certified Mail, return receipt requested, sufficient postage affixed, to all parties required by Section 18-2115 of the Act.  The Mayor opened the public hearing and invited all interested
persons to be heard.  All persons desiring to be heard having been heard, the Mayor closed the public hearing.  The matter of terminating the Northwest Sewer Main TIF project came on for consideration.  
Council approved the terminating Redevelopment Project #4 in Redevelopment Area #1 and approved related matters by the passage and adoption of Resolution No. 12-10
A public hearing was held to obtain public comment prior to the consideration of a resolution approving a substantial modification to the Redevelopment Area #1 general redevelopment plan for an area of the City previously declared blighted and substandard and in need of redevelopment pursuant to Sections 18-2101 through 18-2154, Reissue Revised Statutes of Nebraska, as amended (the “Act”).  The  notice of the public hearing had been published in the Nemaha County Herald and the notice of the public hearing had been mailed by United States Certified Mail, return receipt requested, sufficient postage affixed, to all parties required by Section 18-2115 of the Act.  The Mayor opened the public hearing and invited all interested persons to be heard.  All persons desiring to be heard having been heard, the Mayor closed the public hearing.  The matter of amending the Redevelopment Area #1 general redevelopment plan and project came on for consideration.  
Council approved to recommend a substantial modification to the General Redevelopment Plan for Redevelopment Area #1; approved certain Redevelopment Projects within Redevelopment Area #1; and approved related matters by the passage and adoption of Resolution No. 13-10.  
Council approved Drawdown No. 3 Project related costs only concerning CDBG #09-HO-6047 “Citywide” Owner-Occupied Housing Rehabilitation.  
Discussion was held on the City of Auburn NSP1 Bid Round #3 (Demolition & Clearance of Residential Property project) for 4 properties.  Council awarded contract to Winkelman Construction for the City of Auburn NSP1 Bid Round #3 project and authorized the mayor and Sendd staff (with City Attorney approval) to negotiate final contracts with Winkelman for  these 4 properties.  
Council awarded ESA Inc. a contract for asbestos abatement for the following units:  #8 and #9 for an amount not to exceed $3,070, and that the City authorize the Mayor and Sendd staff (with City Attorney approval) negotiate final contracts with the apparent low bidder for what ever package of asbestos abatement will be able to be accomplished on projects that will be assured of being demolished in this NSP1 Project cycle.  
Council awarded contract on CDBG #09-HO-6047 “Citywide” Owner-Occupied Housing Rehabilitation Project No. 12 to Hinrichson Construction for $17,550.00 and  recommended the rebidding of Projects 2 & 6 as per KAB and SENDD recommendations.  
Council approved a motion to authorize the Chief Elected Official to execute all necessary documents for 10-DTR-005 Phase 1 Downtown Revitalization Grant Program contract between NeDED and City and related documents by the passage and adoption of Resolution No. 14-10.  
Council approved a motion to authorize the Chief Elected Official to execute General Administration Contract between SENDD and the City of Auburn for 10-DTR-005 Phase 1 Downtown Revitalization Project by the passage and adoption of Resolution No. 15-10.  
Council approved to accept the quote from Hartford Insurance for $1,752 for fiduciary liability insurance and that the cost be paid for in a 50 / 50 split between the City of Auburn and the Board of Public Works.  
Council confirmed the reappointments of Laurie Schulte to the Library Board and Harry Bridgmon to the Municipal Tree Board.     
Council Member Snyder gave a Budget/Finance Committee report.
There being no further business to come before the Mayor and Council, the City Council adjourned.

Public Notice
The County of Nemaha, Nebraska will receive sealed bids for replacement or installation of stainless steel combo stool and lavatory units at the Nemaha County Jail, 1805 N Street, Auburn NE until Wednesday, September 8, 2010 at 9:00 a.m.
All bids should include costs for:
1. replacement of the stainless steel combo stool and lavatory units with same model as current combo stool and lavatory unit.
2. installation of owners fixtures
Appointments to inspect the current combo stool and lavatory unit can be made by calling 402-274-3139.
Bids must be sent or submitted to the office of the Nemaha County Clerk, 1824 N Street, Ste 201, Auburn NE 68305.  All bids must be enclosed in an envelope and marked on the outside of the envelope:  “Sealed Bid, Combo Stool and Lavatory”.
All bids received will be simultaneously opened publicly and in the presence of the bidders or representatives of the bidders. No bidder may withdraw their bid for a period of 30 days after the time of receiving the bids.
The Board of Commissioners of the County of Nemaha, Nebraska reserves the right to waive informalities and irregularities and to make awards on bids which, in their opinion, serves the best interest of the County of Nemaha, Nebraska or to reject any or all bids.
