NOTICE OF
PERMIT ISSUANCE
The Nebraska Department of Environmental Quality (NDEQ) proposes to reissue with change the National Pollutant Discharge Elimination System (NPDES) permit for the Nebraska Public Power District, 1414 15th St., Columbus, NE d/b/a Cooper Nuclear Station, 72676 648 A Avenue, Brownville, NE  (NPDES# NE0001244; SIC 4911).  The nuclear fuel steam electric power station has a net generating capacity of 778,000 kilowatts of power from the turbine-generator, which is driven by heated water produced by the fission of nuclear fuel in a nuclear reactor.  Once pass through cooling water from the Missouri River provides cooling for the steam condensers and is discharged through Outfall 001 to the Missouri River, segment NE1-10000 of the Nemaha River Basin.  Outfalls 002B, 002C 004, 008, and 009 are internal waste streams of low volume categorical wastes including boiler blowdown, RO reject water, equipment condensate and floor drains.  The outfalls are regulated at the source before dilution with any non-categorical waste streams.  Sanitary wastes from the facility discharge to a two-cell lagoon treatment system and then land applied.  The permit would be issued for a period of up to five years and would restrict pollutant discharges to comply with the requirements of Department regulations. The draft permit, fact sheet and other public information are available for review at NDEQ’s Lincoln Office (address below) between 8:00 a.m. and 5:00 p.m. weekdays, excluding holidays.  To request copies of the draft permit and other information, call 402/471-3557 (TDD operator 711).  Alternate format materials are available with advance request.  Written comments, objection and/or hearing requests concerning permit issuance may be submitted to Alan Aanerud, NPDES/NPP Permits Unit, Nebraska Department of Environmental Quality, 1200 N St., Suite 400, the Atrium, PO Box 98922, Lincoln, NE 68509-8922 before the comment period ending date of December 22, 2012.  A determination to hold a hearing will be based upon factual environmental or regulatory consideration.

Village of Brownville Town Board Meeting
Meeting called to order at 6:30 pm by Chairman Martin Hayes.  Board members present: Paul Fish and Martin Hansen.  Absent: Jay Tallmon and Bob Sailors.  Also present Kay Fish, clerk/treasurer.
Motion by Fish, seconded by Hansen to approve the agenda as written.  All yes votes.  Motion carried.
Motion by Hansen, seconded by Fish to approve the minutes of the October 8 meeting as written.  All yes votes.  Motion carried.
Financial report was reviewed.  Hansen moved that the financial report be accepted as printed.  Fish seconded.  All yes votes.  Motion carried.
The claims were reviewed.  Fish moved that the claims be paid as submitted.  Hansen seconded.  All yes votes.  Motion carried.

A motion was made by Hansen that the cost of the building supplies for the clerk’s office in the Town Hall be paid out of the Opera House Project account.  Fish seconded.  All yes votes.  Motion carried.
Projects, Buildings and Equipment:
The clerk was asked to call the Board of Public Works in Auburn about the highway light on the north side of Highway 136.  
It was requested that the clerk investigate buying sound insulating curtains for the windows on the west side of the meeting room of the Town Hall.
The One and Six Year Street plan for 2013 was discussed.  Some suggestions were: North 6th Street, Main Street and the approaches to the Second Street bridge.  Fish would like to have the Village Street Engineer accompany the board members on the tour around town to make a final decision on the streets to be repaired for 2013.  He was instructed to call Evan Wickersham to set up a time.
Carol Furnas spoke to the board about Water Street that leads to her property.  She would like to see it repaired.  Hayes said the Village will call Commissioner Hutton to have the county grade the street then the Village will apply asphalt chips when they are delivered.
The southwest corner of Second Street bridge needs to be repaired.
Paul Fish was asked to call Commissioner Hutton and request the counties help on these projects.
Hayes has ordered work to be done on the Village snowplow to get it ready for the winter season.

The insurance renewal packet was reviewed.  The addition of Capital Square Park was noted.
Hansen moved that we accept the renewal of Village insurance presented by the Casey Agency.  Fish seconded.  All yes votes.  Motion carried.
An Ordinance No. 11-12-12, for times and days of liquor sales in the Village of Brownville was read by Chairman Hayes.  Fish moved that the Ordinance 11-12-12 be approved as read.  Hayes seconded.  All yes votes.  Motion carried.
Fish moved that the board dispense with the second and third readings of Ordinance 11-12-12.  Hansen seconded.  All yes votes.  Motion carried.  
The Ordinance 11-12-12 will be posted in three areas around the Village.
Adjournment:
Hansen moved and Fish seconded that the meeting be adjourned.  All yes votes.  Motion carried.  Adjournment at 7:00 pm.

City Council Proceedings
October 8, 2012
The Mayor and Council of the City of Auburn, Nemaha County, Nebraska, were called to meet at the City Hall at 1101 “J” Street on October 8, 2012, at 7:00 o’clock P.M., in Regular Meeting, open to the general public.  
The meeting was called to order by Mayor Scott Kudrna.  Upon roll call, the following members of the City Council were present:  Billings, Bishop, Clark, Critser, Holtzman, and Kruger. Absent:  No one.  
Mayor Kudrna announced “I am required by law to inform the public that a copy of the Open Meetings Act is posted on the North wall of these Chambers by the entrance door”.  
Service awards were presented to E.C. Hartwig, Denise Eggers, Sherry Heskett, Sherry Black, and Jeff Timmerman for their years of service to the City.
Council approved the September 10, 2012 and September 14, 2012 meetings’ minutes as written.
The City Council approved the financial report.

The Mayor reappointed Auburn State Bank and First National Bank of Johnson as official depositories for city funds.
JEO Consulting Group presented information regarding the West P Street Culvert Project (JEO Project 100112).
Dottie Holliday addressed those in attendance regarding her report submitted and the Auburn Airport Authority’s response thereto.  Following discussion, the City Council approved a motion to table action until after the City Attorney has received and reviewed a letter from the attorney hired by Dottie Holliday.  
Public hearing was held concerning a Mid-Project review of Project #10-DTR-105 Downtown Revitalization – Phase II Grant, as part of a NDED CDBG grant.  There was no opposition or negative comment with regard to said project.  After allowing for public comment the public hearing was closed and no action was taken or required.
Public hearing was held to set the City of Auburn final tax request.  The final property tax request was set for fiscal year 2012-2013 by the passage and adoption of Resolution No. 17-12.
The City Council approved the small subdivision plat, Helms/Meyer, Parcel ID No. 640038816.
Ordinance No. 14-12, Revision to the ordinance governing the preservation of landmarks and historic districts within the corporate city limits was approved.
No action was taken on the request for funding a tile for the Spirit of Nebraska Pathway as part of the project revitalizing Nebraska’s Centennial Mall.
With five Council Members (Billings, Clark, Critser, Holtzman, and Kruger) voting in favor and one Council Member (Bishop) voting in opposition the report of unpaid water accounts was approved and authorization was give to certify said items to the Nemaha County Clerk by the passage and adoption of Resolution No. 18-12.
With five Council Members (Clark, Critser, Holtzman, Kruger and Billings) voting in favor and one Council Member (Bishop) voting in opposition the report of unpaid sewer accounts was approved and authorization was give to certify said items to the Nemaha County Clerk by the passage and adoption of Resolution No. 19-12.
Reports were given by the following department heads:  street department, fire department, police department, library, and City Treasurer.  The City Treasurer recommended that the City take bids as per the normal procedure and invest $75,000 from the general fund in a certificate of deposit.  The City Council approved a motion to transfer $25,000 from the general fund to the fire department sinking fund.
The following committees provided reports:  Economic Development, Building, and Parks/Pool.   A written financial report was provided by the Auburn Community Redevelopment Authority.

Industrial Technology instructor Scott Versch presented cherry and apple pies on behalf of the Johnson-Brock Education Association in recognition of American Education Week, along with thank you notes for each board member and administrator.
The Principal’s report included information regarding the NSAA District II Meeting attended by Brett Davis on November 7 and the percentage of attendance per grade level at the recent parent-teacher conference.  Johnson-Brock will host the NSAA District One-Act competition on November 27.  An overview of NeSA Standards, Assessments, and Accountability was presented, along with the NAEP – National Assessment of Educational Progress for which Johnson–Brock was selected to test Grade 8 students.  Reports were given for Response To Intervention workshops attended by staff for Secondary Language Arts, Elementary Language Arts, and Elementary Math.
In the Superintendent’s report, Mr. Koehler recognized Brandie Westhart as the representative of the Student Council attending the meeting.  Discussion was held regarding the invitation from Johnson County Central Schools to consider co-oping selected sports.  Mr. Koehler presented ideas to increase classroom size, including the possibility of addition to the building or converting the present weightroom into a two-story facility allowing for additional space on the upper level.  Bus bids were presented from Omaha Truck Center and Cornhusker International.  Mr. Koehler reported that there may be rebate funds available for purchase of new buses and removing older buses from service.  Mr. Koehler reported that the revised state aid figures added over $30,000 to the current year’s figure.  The audit report was reviewed.

County Board of Commissioners of the County of Nemaha, State of Nebraska met on November 14, 2012, Commissioner’s Chambers, Nemaha County Courthouse, Auburn NE for a regular scheduled meeting.  Notice of meeting published in the Nemaha County Herald on November 8, 2012. The agenda for the meeting was kept continually current and available for public inspection at the office of Nemaha County Clerk during normal business hours and also on the Nemaha County website.  The agenda was held open until one business day prior to the meeting for appearance before the board and items for approval by the Board of Commissioners.  The Board of Commissioners has the right to modify the agenda to include items of an emergency nature only at such public meeting.

Quarterly statistical and financial reports for the Nemaha County Hospital was presented to the board for review.

EQUALIZATION MEETING
NOVEMBER 14, 2012
Board of Equalization of the County of Nemaha, State of Nebraska met on November 14, 2012 Commissioners Chambers, Nemaha County Courthouse, Auburn NE. Notice of meeting published in the Nemaha County Herald on November 8, 2012.  The agenda for the meeting was kept continually current and available for public inspection at the office of Nemaha County Clerk during normal business hours and also on the Nemaha County website ( HYPERLINK “http://www.nemahacounty.ne.gov” www.nemahacounty.ne.gov).  The agenda was held open until one business day prior to the meeting for appearance before the board and items for approval by the Board of Equalization.  The Board of Equalization has the right to modify the agenda to include items of an emergency nature only at such public meeting.
Chairman called the meeting to order at 11:41 a.m.  Roll call: Commissioner District 1 Bob Hutton, Commissioner District 2 Dennis Wittmann, Commissioner District 3 Marvin Bohling, County Clerk Joyce Oakley.  Also present: County Assessor Jana Smith.
Chairman Wittmann noted the posting of the Open Meeting Poster and the availability of the Open Meeting Handouts to the public.
