SUMMARY
PREVIOUSLY PUBLISHED
The Budget Hearing and Budget Summary Notice included information on the City and the Board of Public Works Proprietary Function Budget. The following reflects changes from the Notice of Budget Hearing and Budget Summary that was previously published. The amount listed for 2011-2012 Estimated Disbursements and Transfers was amended from $10,884,122.33 to $10,820,546.13. The amount listed for the 2012-2013 Proposed Budget of Expenditures was increased from $12,618,857.00 to $12,760,700.51 and the 2012-2013 Total Resources Available was also increased from $22,339,336.00 to $22,836,790.10. The amount of the 2012-2013 necessary cash reserve was changed from $9,720,479.00 to $10,076,089.59. The unused budget authority has increased from last year’s amount of $19,869.60 to $115,358.69. These amended amounts reflect updated information. The amount of the 2012-2013 Personal and Real Property Tax Requirement was not changed from what was previously published.

In accordance with Section 72-205.01 of the Nebraska Statutes, NOTICE is hereby given that the Board of Educational Lands and Funds has adopted a new rental schedule according to classification and a new schedule of valuations for all school and any other lands managed by the Board in Nemaha County; and that such new schedules, together with a tabulation of the valuation and the amount of semiannual rental of each lease, has been filed in the office of the county treasurer of such county and shall become effective January 1, 2013.

Special Meeting
September 20, 2012
Meeting was called to order at 6:30pm by vice-chairman, Martin Hansen. Board members present: Paul Fish, Jay Tallmon and Bob Sailors. Absent Martin Hayes. Also present Kay Fish, clerk, Lucas Billesbach, JEO engineer, Ken Swanson and Bob Wintz from BOPW.
Fish gave background information about the wastewater treatment facility beginning with 2011 until the present time.
Billesbach went over legal documents and information pertinent to the wastewater treatment facility.
Billesbach reported that USDA is the Village’s best funding option. The Village is now looking at a controlled discharge lagoon system that would cover 3 to 4 acres. This option would keep the cost to consumers at the lowest per month rate. The citizens attending the meeting wanted to make sure that the Village payment for the USDA loan was not set on the assumption of 120 paid users of the facility in case the population of Brownville decreased in the coming years.
Billesbach presented the Board with an agreement with JEO Engineering firm to provide the professional services to prepare an amendment to the Wastewater Treatment Facility Plan that was completed in 2011. Sailors moved that the Village sign the agreement with JEO for professional services to prepare an amendment to the Wastewater Treatment Facility Plan that was completed in 2011. Fish seconded. All yes votes. Motion carried.
It was the feeling of the attendees that a way should be investigated to insure that water-only users also pay for the sewer. Another proposal was to install individual meters to measure the use of water and sewer use and bill each household accordingly.
The Village is looking at using smoke testing of the current system.
The Village may conduct an income survey of the residents. The survey would help the Village establish if a grant would be available.

Mid-Project Public Hearing on the Downtown Revitalization –
Phase II Grant #10-DTR-105
NOTICE IS HEREBY GIVEN that on October 8, 2012, at the Auburn City Hall, located at 1101 J Street, Auburn, NE, as part of their regular 7:00 PM City Council meeting, the City of Auburn will hold a public hearing concerning a Mid-Project review of Project #10-DTR-105 Downtown Revitalization – Phase II Grant, as part of a NDED CDBG grant.
These HUD grant funds are available to local governments for local community & economic development activities and the City of Auburn has a contract with NeDED to utilize these funds for Downtown Revitalization activity. The project was awarded funding through the Nebraska Department of Economic Development CDBG Program on May 2, 2011. A total of $350,000 in CDBG funds were awarded to the City of Auburn of which $333,000 was awarded for Commercial Rehabilitation and $17,000 was awarded for General Administration activities.
One of the HUD compliance requirements of utilizing these funds is a specific citizen participation component that includes a Mid-Project public hearing. The Public Hearing scheduled for 10-8-2012 covers that requirement.
All interested parties are invited to attend this public hearing, at which time you have an opportunity to provide comment regarding the above mentioned project. Written testimony will also be accepted prior to &/or at the public hearing scheduled for 10-8-12 as part of the 7:00 PM City Council meeting at City Hall. Copies of the Bid Documents and Specifications are open to public inspection at the office of the Nemaha County Clerk, 1824 N Street, Suite 201, Auburn, Nebraska 68305. A set of documents may be obtained from Mainelli Wagner & Associates, Inc. for a non-refundable fee of $30.00 (6920 Van Dorn, Suite “A” Lincoln, Nebraska 68506 PH: 402-421-1717). All Bid Proposals must be submitted on the forms furnished with the Bid Documents.
The sealed bids may be mailed or delivered to the County Clerk of Nemaha County, 1824 N Street, Suite 201, Auburn, Nebraska 68305, and should be plainly marked as, “Material Bid Proposal – 2012 Nemaha County Culverts, C006400915, C006421815 and C-64(251)”.
Along with its Bid Proposal, each bidder shall submit an unconditional Bid Bond or Certified Check made payable to the County Treasurer of Nemaha County, Nebraska, in an amount equal to five (5) percent of the Bid Proposal. Also, each bidder is to include an estimated time of delivery for the materials with their Bid Proposal. The desired delivery date of the material is six weeks after the award of the contract. All materials shall be delivered to the project site.
Within ten (10) days following the award of the Contract, the successful bidder shall furnish a surety bond or bonds in an amount equal to or greater than the full amount of the contract. The surety and form of the bonds are subject to the acceptance by the Nemaha County Board of Commissioners.
The Nemaha County Board of Commissioners reserves the right to reject any and all bids or to waive any irregularities in bids received. Award of the Contract will be in accordance with the County Purchasing Act’s competitive bidding considerations as set forth in Neb. Rev. Stat. §§ 23-3110 to 23-3114, and the Nemaha County Board of Commissioners will, at its discretion, award the contract on the basis of the lowest responsible bid received.
