Village of Brownville Town Board Meeting
March 12, 2012
Meeting was called to order at 6:30pm by Chairman Marty Hayes. Board members present: Bob Sailors, Paul Fish, Jay Tallmon, Martin Hansen and clerk Kay Fish.
Motion by Hansen, seconded by Fish to approve the agenda as presented. All yes votes. Motion carried.
Motion by Fish, seconded by Hansen to approve the minutes of the February 13, 2012 meeting as written. Sailors, yes, Fish, yes, Tallmon, yes, Hansen, yes, Hayes abstain. Motion carried.
Financial report was reviewed. Hansen questioned the amount of reimbursement from the Brownville Historical Society for the spring and fall flea markets. Hayes will talk to Jim Doty, head flea, about the amount. Sailors wanted to know what projects were left to be paid from the Opera House Project funds. He was told that the sound system is the only project remaining. Tallmon moved and Hansen seconded that the financial report be accepted as printed. All yes votes. Motion carried.
The claims were reviewed. Fish wanted to know if the Fire and Rescue Dept. would pay some of the expense of having lights installed at the Fire Hall. Hayes will ask. The Fire and Rescue Dept. will pay half of the Easter Egg Hunt expense up to a total expenditure of $300.00($150.00 for the Fire and Rescue and $150.00 for the Village). Sailors thought the electric bill for the Town Hall was high. He wondered if the heaters in the basement were the problem. Hayes will check the heaters. Sailors moved that the claims be paid as presented. Fish seconded. All yes votes. Motion carried.

Terry Jones was present to request a building permit for a new home he is building. The permits are available at the clerk’s office. He also requested that he be allowed to use the “Judy McAlexander” property for an August 18, 2012 outdoor music event. Sailors moved that the concert be allowed as long as Jones polices the area. Tallmon seconded the motion. All yes votes. Motion carried.
Lance Morton was present to inform the board that he will be selling 12 to 15 acres of land adjacent to the village limits. The land is within 1 mile of the village limits and is therefore subject to all the laws governing the Village.
Projects, Buildings and Equipment:
The clerk was instructed to put a notice in the paper for bids to remove the old garage door on the lower level of the Town Hall and replace it with a new door.
Fish had a survey from Paul Davis Restoration requesting feedback on the work done on the Town Hall bathrooms. Consensus was that the job was well done.
Jay Tallmon reported on two sound systems he had researched for the Town Hall. The systems include an amplifier, two speakers and a microphone. One system was wireless. The system can be used in the Town Hall and for Village use and will be paid for as part of the Opera House project. Fish moved that the wireless system be purchased, Hayes seconded. All yes votes. Motion carried.
Lucas Billesbach of JEO Engineering was present to inform the Board about the status of the funding for the replacement of the Wastewater Treatment facility. He had two handouts for the board. He reported that he has made no headway with FEMA and will be pursuing other entities for funding. Hazard Mitigation will not cover the cost of a new structure. He will be contacting NDEQ for SRF. Fish and Hansen wanted to know if the old sewer debt should be paid off before funding is requested. Billesbach suggested not to pay the loan off. It should not hurt the chances of getting a new loan for the proposed facility. Billesbach was asked if two CDs the Village has in the General Account should be redeemed. He stated that the loaning institute should only look at funds in the Village Sewer account. Billesbach hopes to have some news about the funding in the next 30 days. He may have a report by the next Board meeting, April 9. He will keep the Board apprised of his progress.
Sailors wanted to know about the repair of the fence to the west of the Town Hall. Clifton Welding has been contacted and will do the work.
Old Business:
Hayes will be attending the NE Rural Water Association Conference to update his sewer certification from March 19 to 21 in Grand Island, NE.
Motion was made by Fish and seconded by Hansen that the expenses for the conference be covered by the Village. Sailors, yes, Tallmon, yes, Fish, yes, Hansen, yes, Hayes abstain. Motion carried.
New Business:
John Lauber informed the Board that he had called authorities regarding the Preserve America Grant for information only, no monies were requested.
George Ketner has requested the Village use the BOPW for taking the Village water samples. Hayes will contact Ketner and get a job description and see what the BOPW will charge for the same service. Tallmon made a motion that we use the BOPW to replace George Ketner on a temporary basis until a permanent replacement can be found. Hansen seconded. All yes votes. Motion carried.
Lawn Service for the Village for 2012. The clerk will put a notice in the County newspaper detailing the areas to be mowed and ask for bids to be submitted. Bids should be received by April 4 and selection will be at the Town Board meeting on April 9.
Mary Lauber wants to build a walkway from Main Street to her place of business at 313 Main. The Boards only concern is that it set back from the street so it will not impede snow removal. The Village needs to check on their liability if it is built on the street right-of-way. Lauber needs to get a building permit from the clerk’s office and the board will revisit this item when they see the finished permit.

MINUTES OF THE MEETING OF THE BOARD OF PUBLIC WORKS OF THE CITY OF AUBURN, NEMAHA COUNTY, NEBRASKA
HELD MARCH 12, 2012
THE BOARD OF PUBLIC WORKS OF THE CITY OF AUBURN, NEMAHA COUNTY, NEBRASKA (BPW), met in regular session on the 12th of March, 2012 at the regular meeting place of the Board at the hour of 12:00 p.m. This meeting was held in open session as required by Chapter 84, Article 14 of Nebraska Statutes.
Chairman Hahn called the meeting to order and requested roll call: Members present –Glenn, Gulizia, Hahn, Kubik, & Wilson.
Chairman Hahn announced this was an open meeting and information about open meetings was posted on the north wall of the Board Room.
Chairman Hahn noted all Board Members have received a copy of the Agenda for this meeting.
General Manager (GM) Dave Hunter presented to the Board a draft of the 2011 audit report to the Board. GM Hunter explained that the final report would be presented at the April Board Meeting and he would ask for Board approval at that time.
GM Hunter reported that the City Council approved the Budget Reconciliation report that was prepared and approved at the previous meeting of the Board.
A Financial Reserves Report was presented to the Board with adjustments for actual cash available in each department. Member Gulizia made a motion to adjust the Financial Reserve Policy valuations to Insurance Appraisal Values for system worth where applicable. Member Glenn seconded the motion. Roll call: those voting aye – Glenn, Gulizia, Hahn, Kubik, & Wilson. Chairman Hahn declared the motion carried.
GM Hunter presented the Board with proposed rates for water and sewer for 2012 for their review. The final determination of water and sewer rates was delayed until the April meeting to allow the members to review the numbers. Chairman Hahn appointed Members Wilson & Gulizia to review wages, expenses, etc. to help determine the water and sewer rates.
GM Hunter proposed to the Board that the BPW cease making sewer taps and to allow contractors to provide this service. GM Hunter suggested a written policy defining what duties where the responsibility of the contractor and what the duties of the BPW where. Member Gulizia made a motion to have staff write a sewer tap policy for Board approval next month. Member Kubik seconded the motion. Roll call: those voting aye – Glenn, Gulizia, Hahn, Kubik, & Wilson. Chairman Hahn declared the motion carried.
Accounting & Finance Manager (AFM) Melissa Sierks asked the Board to approve her signing yearly ACH paperwork with Carson National Bank. These agreements are signed yearly to allow the BPW to submit their ACH files through Carson National Bank. The current emergency caps on the files are $45,000 for payroll and $150,000 for utility bill payment. Member Glenn made a motion approving AFM Sierks’ signature on the Carson National Bank ACH agreements. Member Kubik seconded the motion. Roll call: those voting aye – Glenn, Gulizia, Hahn, Kubik, & Wilson. Chairman Hahn declared the motion carried.
GM Hunter presented to the Board proposed “BPW General Policies”. GM Hunter asked the members to review the policies and consider approving the policies at the April Meeting.
GM Hunter requested permission from the Board to advertise for bids for mowing for the 2012 mowing season. Member Wilson made a motion to advertise for mowing bids. Member Kubik seconded the motion. Roll call: those voting aye – Glenn, Gulizia, Hahn, Kubik, & Wilson. Chairman Hahn declared the motion carried.
The Board of Public Works’ contract with Action Technology will expire on June 30, 2012. GM Hunter requested the Board’s permission to negotiate a new contract agreement with Action Technology. Member Wilson made a motion to have staff negotiate a new contract with Action Technology. Member Kubik seconded the motion. Roll call: those voting aye – Glenn, Gulizia, Hahn, Kubik, & Wilson. Chairman Hahn declared the motion carried.
GM Hunter reported that the SCADA issues at the Water Plant appeared to be resolved. GM Hunter also reported on correspondence received from Auburn Plumbing & Heating regarding payment on the Water Treatment Plant job.
GM Hunter reported that the Nebraska Department of Health and Human Services has reduced the chlorine residual that is required to be maintained in the water distribution system.
GM Hunter reported that Well 6 needed to be pulled for maintenance and that staff believed Well 18 was a total loss. GM Hunter asked the Board for approval to pull Well 6 and pull Well 18 to examine whether or not it was a total loss. Member Glenn made a motion to pull Well 6 for repairs and pull Well 18 to review if it was a total loss. Member Kubik seconded the motion. A number of photographs were shown to the Board detailing issues with the distribution system of the electrical department. GM Hunter explained the issues being shown to the Board and advised that he was still reviewing the system prior to making recommendations for repairs or replacement.
GM Hunter displayed photographs of the “Million Dollar Hill” area in Brownville where he stated the brush needed to be addressed. After discussion, Member Gulizia made a motion to rent a Fecon machine to clear brush for one week but up to one month. Member Kubik seconded the motion. Roll call: those voting aye – Glenn, Gulizia, Hahn, Kubik, & Wilson. Chairman Hahn declared the motion carried.
GM Hunter presented a proposal from Claritus for the lease of a postage machine for $27.95 per month for 36 months. Member Wilson made a motion to approve $27.95 per month for 36 months on the postage machine. Member Glenn seconded the motion. Roll call: those voting aye – Glenn, Gulizia, Hahn, Kubik, & Wilson. Chairman Hahn declared the motion carried.
The Newsletter for March 2012 was submitted for approval. Guest Dottie Holiday made some suggestions for improvement to the newsletter. The Board gave their approval for the newsletter to be sent with the March 2012 billing statements.
On Financial:
AFM Sierks presented the Board with all the normal reports regarding financial, and asked for any questions regarding same. AFM Sierks also reported that the only CD’s that are maturing in 2012 are in November and December.
Chairman Hahn asked for any objections or exceptions to the General Consent Items listed under Agenda Item #21. Motion was moved by Member Gulizia, seconded by Member Glenn, the Board approve the General Consent Items listed below:
a) Approve the previous meeting’s minutes and dispense with reading of same,
b) Approve monthly compensation of officers, management and employees as previously fixed by the Board,
