Public Notice
The Board of Commissioners of the County of Nemaha, Nebraska will receive sealed bids at the office of the Nemaha County Clerk until March 9, 2011 9:45 a.m. for sprinkler system service and repair and yard chemical application for the Nemaha County Courthouse yard for a period of March, 2011 through December, 2011.
Bids submitted may include a separate price for each of the following services or can be submitted to include both services:
Underground sprinkler system service and repair
Yard chemical application
Receipt of bids will close at 9:45 a.m., on the 9th day of March, 2011 and immediately thereafter such bids will be simultaneously opened publicly and in the presence of the bidders or representatives of the bidders. All bids must be submitted in a sealed envelope and marked on the outside “lawn care service”.

February 21, 2011
The Board of Education of School District #29 of Nemaha County met on February 21, 2011 at the Auburn Public Schools, Central Office for the purpose of conducting the regular board meeting.    Notice of the meeting was duly published in the Auburn Newspapers.
President Stephen Kennedy called the meeting to order at 5:00 p.m.  Roll call of members present were: Oestmann, Kennedy, Billesbach and Kernes Krause, Hemmingsen and Zaruba.
Motion by Kernes Krause and second by Zaruba to approve the consent agenda that includes the minutes of the 1-17-11 regular meeting.  Roll call vote:  Oestmann (yes), Kennedy (yes), Billesbach (yes), Zaruba (yes), Hemmingsen (yes) and Kernes Krause (yes). Motion carried 6-0.
Visitors included: Wayne Chase, David Swanson, Amy Kroll and the Administrators.

Proceedings of the nemaha county board of commissioners meeting
february 23, 2011
County Board of Commissioners of the County of Nemaha, State of Nebraska met on February 23, 2011, Commissioner’s Chambers, Nemaha County Courthouse, Auburn NE for a regular scheduled meeting.  Notice of meeting published in the Nemaha County Herald on February 17, 2011. The agenda for the meeting was kept continually current and available for public inspection at the office of Nemaha County Clerk during normal business hours and also on the Nemaha County website.  The agenda was held open until one business day prior to the meeting for appearance before the board and items for approval by the Board of Commissioners.  The Board of Commissioners has the right to modify the agenda to include items of an emergency nature only at such public meeting.
Chairman Lovelace called the meeting to order at 8:07 a.m. Present for the meeting:  Commissioner District 1 Bob Hutton, Commissioner District 2 Monty Lovelace and County Clerk Joyce Oakley.

Marty Fattig, Director Nemaha County Hospital presented a price quote in the amount of $33,935.94 for a Olympus Colonoscope with additional service agreement of $4,760.19 for the Nemaha County Hospital.  Motion by Bohling, seconded by Hutton to ratify the purchase of the Olympus Colonoscope in the amount of $33,935.94 with additional service agreement of $4,760.19 as recommended by the Nemaha County Hospital Board. Public Hearing was held on February 23, 2011 at 10:00 a.m. to approve the 2011-2017 One & Six Year Plan for Highway Improvement for Nemaha County, Nebraska.  Notice of hearing was published in the Nemaha County Herald on February 3, 2011, February 10, 2011 and February 17, 2011 and also posted on the public bulletin boards at Carson National Bank, Auburn State Bank, and Nemaha County Courthouse on February 7, 2011.

Public Notice of renewal of Auburn Country Club liquor License was published on January 13, 2011 in the Nemaha County Herald with February 10, 2011 as the deadline to receive written protests to the issuance of automatic renewal of said license. There being no written protests received by the Nemaha County Clerk, Hutton made a motion to adopt Resolution 2011-08 approving the renewal of the liquor license for Auburn Country Club, seconded by Bohling.  Roll call vote: Lovelace, aye; Hutton, aye; Bohling, aye.  
Motion by Bohling, seconded by Hutton authorizing the Nemaha County Clerk to retain $5,000.00 in a petty cash account at Carson National Bank for Health Reimbursement Account expenses.  Roll call vote:  Hutton, aye; Lovelace, aye; Bohling, aye.

Motion by Hutton, seconded by Bohling to adopt Resolution 2011-10 granting an easement for construction a fiber optic cable line under county roads as indicated on the map attached to the application for Southeast Nebraska Communications, Inc. Motion by Hutton, seconded by Bohling to approve the following changes to the Nemaha County Employee Handbook: Vacation – Regular full time employees earn 5 days of vacation leave on the first day of employment for the first year employment. Vacation is given at 10 days per year for the 2nd through 5th years of employment.
Meal Reimbursement - $ 6.00 for breakfast, $ 9.00 for lunch, $13.00 for dinner. Breakfast will be reimbursed if leave time is prior to 6:00 a.m. Receipt(s) must be provided for reimbursement of meals. Travel Expenses – Mileage will be reimbursed at the shortest route to and from as provided by Map Quest.  A copy of the Map Quest must be attached to the claim for reimbursement. MINUTES OF A REGULAR MEETING OF THE MAYOR AND CITY COUNCIL OF PERU, NEBRASKA ON JANUARY 10, 2011 AT 7:00 P.M.
Present were: Mayor Lesley Ryan and Council Members:  Jay Moran, Joe Whisler and Ken Hastings.  Council Member Judie Douglas was absent.  Upon roll call by the Clerk, a quorum was declared.
Mayor Ryan called the meeting to order and informed the public of the location of the posting of the Nebraska Open Meetings Act.
The Council reviewed the minutes from the December 13, 2010 Council Meeting.  Council Member Whisler made motion to accept the minutes as written.  Council Member Moran seconded the motion for acceptance.  Vote indicated: “AYE” All.  Motion: carried.   
The Clerk reported the October 2010 sales tax deposit was $2,815.71.  Correspondence was received from the NRD and Five Rivers RC&D.
The monthly claims were reviewed.  Council Member Moran asked about fire department and rescue department claims and asked if anybody oversees their purchases.  The City Clerk explained that each department has $8,000 in their budget and they do not go over their budgeted amount.  Council Member Moran said he would like to see some oversight on what these departments are allowed to purchase and said when he was in the fire hall last year, it was in horrible condition and would like to see something done to clean-up the fire hall.  Council Member Moran would like to the Council to tour the fire hall so the council can see the condition of the fire barn.  Council Member Whisler said if that is what Council Member Moran wants to do, he will need to put it on the agenda.  Council Member Whisler made motion to accept the claims as presented.  Motion was seconded by Council Member Hastings.  Vote indicated: “AYE” All.  Motion: Carried.  December claims paid are as follows:

The December water report is available at City Hall for public inspection.  
Mayor Ryan presented her Mayor’s report for December.  The city maintenance workers picked up trash, maintained the white goods site and compost area, took down Christmas decorations, replaced a couple of meters, replaced stolen signs, plowed, salted and sanded streets.  Mayor Ryan met with the Park Avenue improvement committee and they are scheduled to meet with Tom Goodbarn with the Nebraska Department of Roads on January 18th at 10:00 a.m.  Mayor Ryan said if any of the council would like to attend the meeting they need to contact her.
Regarding the proposal received from Control Services for the new variable frequency drive at the water plant, Council Member Moran said he talked to the valve supply company and they told him they would give him contact information for a valve repair company that works on this particular valve.  Moran wants to meet with them as a second opinion to the matter to determine if the work recommended by Control Services really needs to be done.  Topic is tabled until February meeting at which time Moran will bring his findings.  Moran said if he makes a determination prior to the February meeting, he will inform the Clerk and a phone poll may be conducted.
Fire Chief Brent Lottman submitted information regarding an automatic aid agreement between Julian/Brock and the City of Peru.   This particular agreement has Peru on the receiving end of aid.  Council Member Moran made motion to accept the Automatic Aid Agreement between Julian/Brock and the City of Peru.  Motion was seconded by Council Member Whisler.  Vote indicated: “AYE” All.  Motion: Carried.
Council Member Moran brought forth discussion and his desire to purchase asphalt crack repair equipment.  He believes by repairing cracks in the asphalt, we can lengthen the life of our overlays.  Council Member Hastings said he has seen this operation before and knows it works.  Hastings asked how we go about purchasing the “slag” material which is to be melted down.  Moran said he believes we can purchase it by the pallet and this may last a long time.   Moran said this would be entry level equipment but if we like it, we could expand on it.  Moran said he would be willing to learn the process to administer the product and he would then show the city maintenance workers how the operation works.  Council Member Hastings made motion to approve the purchase of the asphalt crack repair equipment.  Motion was seconded by Council Member Whisler.  Vote indicated:  “AYE” All.  Motion: Carried.
Mayor Ryan brought forth discussion and the need to ratify the phone poll conducted on January 5, 2011.  Council Member Moran made motion to ratify the phone poll conducted on January 5, 2011 for approval to purchase a 1999 Ford F350 Truck/Plow/Salt-Sander.  Motion was seconded by Council Member Whisler.  Vote indicated:  “AYE” All.  Motion: Carried.
