Janaury 26, 2011
Board of Equalization of the County of Nemaha, State of Nebraska met on January 26, 2011 Commissioners Chambers, Nemaha County Courthouse, Auburn NE. Notice of meeting published in the Nemaha County Herald on January 20, 2011.  The agenda for the meeting was kept continually current and available for public inspection at the office of Nemaha County Clerk during normal business hours and also on the Nemaha County website ( HYPERLINK “http://www.nemahacounty.ne.gov” www.nemahacounty.ne.gov).  The agenda was held open until one business day prior to the meeting for appearance before the board and items for approval by the Board of Equalization.  The Board of Equalization has the right to modify the agenda to include items of an emergency nature only at such public meeting.

Marty Fattig, Director Nemaha County Hospital presented 3 price quotes for replacement of the current Windstream phone system as parts are no longer available and phone system is obsolete.  Fattig presented the following quotes:  Windstream Mitel System $105,409.00 with additional maintenance cost of $5,527.20 after 1 year; Windstream Siemens Systems $70,723.00 with additional maintenance cost of $5,414.40 after 1 year; Kidwell-ShoreTel System $82,923.00 with additional maintenance cost $5,200.00 after 1 year.  Motion by Bohling, seconded by Hutton to ratify the bid as recommended by the Nemaha County Hospital Board for the Kidwell-ShoreTel System in the amount of $82,923.00 with additional maintenance cost $5,200.00 after 1 year.  Roll call vote:  Hutton, aye; Bohling, aye; Lovelace, aye.
Jana Smith, Nemaha County Assessor presented a price quote from TerraScan Inc., in the amount of $9,258.50 for replacement of the main computer server for the Assessor’s office.  Motion by Bohling, seconded by Hutton to approve the price quote from Terra Scan Inc., in the amount of $9,258.50 for the replacement of the main computer server for the Assessor’s office.  Roll call vote: Lovelace, aye; Bohling, aye; Hutton, aye.
Jay Tallman, Trustee with the Village of Brownville visited with the Board regarding the Village of Brownville requesting ownership of the Nebraska State Park area in Brownville from the Nebraska Game & Parks.  Tallman indicated for the last 3 years the NE Games & Parks have only done minimum maintenance in the park.  Tallman asked the Board of Commissioner for their support of LB 261 by e-mailing the State Senators.   
The following fuel bids for February, 2011 were received:  Farmers Union Coop #1 Diesel $3.36, #2 Diesel $3.12, Regular Unleaded $2.90; Lueders Petroleum #1 Diesel $3.295, #2 Diesel $3.125, Regular Unleaded $2.925.  Motion by Hutton, seconded by Bohling to approve the following fuel bids for February, 2011 to Farmers Coop for #1 Diesel $3.295 (price match Lueders Petroluem), #2 Diesel $3.12, Regular Unleaded $2.90  Roll call vote: Bohling, aye; Lovelace, aye; Hutton, aye.

The Mayor and Council of the City of Auburn, Nemaha County, Nebraska, were called to meet at the City Hall at 1101 “J” Street on January 10, 2011, at 7:00 o’clock P.M., in Regular Meeting, open to the general public.
The meeting was called to order by Mayor Scott Kudrna.  Upon roll call, the following members of the City Council were present:  Billings, Clark, Erickson, Holtzman, and Wittmann.  Absent:  Critser.
Mayor Kudrna announced “I am required by law to inform the public that a copy of the Open Meetings Act is posted on the North wall of these Chambers by the entrance door”.

Approval was given for Heather Koeneke to attend the January 27th CASTL meeting in Lincoln.  
The City Council confirmed the reappointments of Police Sergeant Eric Adams, Police
Officer Austin Richardson, and Police Officer Jeff Timmerman.
The extension of the consultant contract with Hanna:Keelan Associates for the Phase I planning portion of  the City’s Downtown Revitalization Community Development Block Grant Project #10-DTR-005 was approved and the Mayor was authorized to sign related documents.  
Ordinance No. 1-11, amending the Salary Ordinance to eliminate uniform allowance for the Auburn Police Department, amending the pay rate for the City Physician, and eliminating the hourly rate for City Attorney and Assistant City Attorneys was approved.
The hourly rate of pay and non-employee status with the City for the City Attorney and Assistant City Attorneys was approved by the passage and adoption of Resolution No. 1-11.
No action was taken regarding the Automatic Aid Agreement between the Auburn Rescue Squad and the Peru Rescue Squad.
CDBG #09-HO-6047 Drawdown No. 8 and the related claims associated with the drawdown were approved.
The Interim Amendment for the 457 Retirement Plan Document was ratified to comply with recent changes made under the Heroes Earnings Assistance and Relief Tax (Heart) Act of 2008 and Worker, Retiree and Employer Recovery Act of 2008 (WRERA) legislation.
With three Council Members (Erickson, Holtzman, Wittmann) voting in favor, one Council Member (Clark) voting against and one Council Member (Billings) abstaining, the motion to authorize the Mayor to sign the agreement documents between the City and PayChex associated with the City/BPW Flexible Spending Plan, lacked enough votes to pass and the motion failed.    
Reports were given by the street department, fire department, police department, library, and City Treasurer.  Written financial reports were given on sales tax receipts and the Board of Public Works.     
The following committees provided reports:  Street, Keep Auburn Beautiful, Budget/Finance, Economic Development, Safety Committee, Building Committee, and Legislative.  A written financial report was provided by the Auburn Community Redevelopment Authority.
There being no further business to come before the Mayor and Council, the City Council adjourned.
