PROCEEDINGS OF THE NEMAHA COUNTY
COMMISSIONERS MEETING
OCTOBER 6, 2010
County Board of Commissioners of the County of Nemaha, State of Nebraska met on October 6, 2010, at the office of Senator Lavon Heidemann, State Capitol Bldg., Lincoln NE for a special meeting. Notice of meeting published in the Nemaha County Herald on September 30, 2010. The agenda for the meeting was kept continually current and available for public inspection at the office of Nemaha County Clerk during normal business hours. The agenda was held open until one business day prior to the meeting for appearance before the board and items for approval by the Board of Commissioners. The Board of Commissioners has the right to modify the agenda to include items of an emergency nature only at such public meeting.
Chairman Lovelace called the meeting to order at 8:00 a.m. Present for the meeting: Commissioner District 1 Bob Hutton, Commissioner District 2 Monty Lovelace, Commissioner District 3 Randy Rohrs, County Clerk Joyce Oakley, Senator Lavon Heidemann, Assistance Kim Davis, Randy Peters Nebraska Department of Roads Deputy Director of Engineering, Nebraska Department of Roads Local Projects Division Personnel Jim Wilkinson and Leroy Legg and Mark Mainelli, Nemaha County Road Consultant.
Motion by Lovelace, seconded by Rohrs to approve the agenda as presented. Roll call vote: Lovelace, aye; Rohrs, aye; Hutton, aye.
Chairman Lovelace noted the booklet of the Open Meeting Laws.
Chairman Lovelace opened the meeting and asked the Nebraska Department of Road personnel to clarify how the NDOR prioritized federal dollars for BR, BRO, and BRS bridge replacement. NDOR indicated the federal dollars for bridge replacement have been reduced. Federal dollars is also being used for Fracture Critical Bridge Inspections.
Mainelli also visit with NDOR and suggested they contact the Nebraska Highway Superintendents Association to draft criteria to be used in prioritizing bridge replacement projects, such as usage, safety, farm to market route, 911 route, school route and also consider the percentage of deficient rating for the county’s bridges.
Nemaha County Commissioners also presented a timeline on the BRO-7064(13) Brock Southwest bridge replacement to NDOR’s Jim Wilkinson, noting that this bridge replacement was approved for replacement in the year 2004. NDOR included this project in the State STIP’s in the years 2009 and 2010, but was dropped in 2011 due to the decrease of federal highway allocation funding. Wilkinson reported that Nemaha County can proceed and adopt the Title VI Resolution and appoint a Responsible Charge for the BRO-7064(13) Brock Southwest bridge replacement. Wilkinson indicated this bridge replacement project will be reinstated in the 2011 STIP for construction in the year 2012.

Wheeldon has contacted several contractors for street work. Pavers, Tri-State, and will see about several more for street work.
Sailors reported there was a globe off the street light by Rick Tanner’s property, and to trim some brush along the streets. Sailors also wanted to thank Kenton Wheeldon for contacting the state road department and getting 6th street patched. See about getting the remainder of alleyway fixed behind Erma Myers property, and about fixing the basement door beneath the Opera House. Hayes said should find out how much it would cost for some insulation for the basement walls to prevent the water pipes from freezing in the winter.
Chet Harper and Charles Hummel ask the board for a preliminary approval of a building permit so they can apply for a grant to build an addition to the Village Theatre. Harper told the board they want to build on so they can store their costumes and props, and also make the restrooms handicap accessible. Motion by Doty, seconded by Sailors to give preliminary approval for the building permit to Harper. Roll Call: Doty yes, Hansen yes, Hayes yes, Sailors yes, Wheeldon yes. All yes votes. Motion carried.
Nora Tallman presented the board with some ideas for signs and for them to decide which one would be the best to have made. Board liked the one with the river boat, and the Brownville Brick, with the State of Nebraska on it.
Motion by Hansen, seconded by Doty to get an answering machine for the office. Roll Call: Doty yes, Hansen yes, Hayes yes, Sailors yes, Wheeldon yes. All yes votes. Motion carried. Have the clerk’s hours posted for the convenience of the residents.
Hayes wants to thank Tom Rudloff for letting the board have their meetings at the Antiquarium Book Store while the Opera House is being renovated.
