County Board of Commissioners of the County of Nemaha, State of Nebraska met on September 22, 2010, Commissioner’s Chambers, Nemaha County Courthouse, Auburn NE for a regular scheduled meeting.  Notice of meeting published in the Nemaha County Herald on September 16, 2010. The agenda for the meeting was kept continually current and available for public inspection at the office of Nemaha County Clerk during normal business hours and also on the Nemaha County website.  The agenda was held open until one business day prior to the meeting for appearance before the board and items for approval by the Board of Commissioners.  The Board of Commissioners has the right to modify the agenda to include items of an emergency nature only at such public meeting.

INVITATION TO BID
Sealed bids for the construction of Pump Stations and the Sixth Street Sewer Improvements - Phase III will be received for Auburn, Nebraska, represented by Board of Public Works, by the Accounting and Finance Manager.  Bids will be received at City Hall Council Chambers, 1101 ‘J’ Street until 12:00 Noon,
October 14, 2010 and be opened publicly and read aloud at 1:00 p.m. on October 14, 2010.
The work includes the furnishing of all necessary labor, materials, and equipment for the construction of new Pump Stations, Sixth Street Sewer Improvements Phase III, site work and testing of the new sewer lines and Portable Generators supplied to Owner.

Approval was given for Council Members Thomas and Wittmann to attend the League of Nebraska Municipalities Annual Conference in Kearney and for Mayor Engles to attend a legislative hearing in Blair.
The request of Auburn Discount Liquor/Gary Leslie at 2404 “J” Street for a Special Designated Liquor License on October 9, 2010, for a wine tasting event was approved.
The specifications for painting the exterior of the fire hall were approved as amended.
A one year extension for CDBG ED ReUse Loan #95-05-Re-03 Block 29 Project was approved by the passage and adoption of Resolution No. 17-10.

CDBG #09-HO-6047 “Citywide” Owner-Occupied Housing Rehabilitation Drawdown #4 for Project Related Costs Only and the related claims were approved.
CDBG #09-HO-6047 “Citywide” Owner-Occupied Housing Rehabilitation Drawdown #5 for Administrative Costs Only and the related claims were approved.
NSP1 #095-ND-38 Demolition Project Drawdown #7 for Project Only Funds and the related claims were approved.
Council approved Kerns Excavating Company Change Order No. 1 associated with the 2010 Central Avenue Water Main Extension Project.
Council approved the Recommendation of Acceptance of the 2010 Central Avenue Water Main Extension Project and approved Kerns Excavating Company Pay Application No. 2-Final in the amount of $53630.93.
Authorization was given for the placement of stop signs in the area of 10th & K Streets and 11th & K Streets by the passage and adoption of Resolution No. 18-10.
Public Hearing was held on the proposed FY 2010-1011 Budget.  There was no opposition to the proposed budget.  Following the public hearing, the 2010-2011 Budget was approved and the authorization was given to publish any changes to the Notice of Budget Hearing and Budget Summary previously published.  Approval was given to increase the base of restricted funds by 2.5% and any additional amount for allowable growth.  The Council approved a motion to exceed the budget limit on restricted funds by an additional one percent and that the total unused restricted funds authority be set in accordance with the approved allowable increases.  
Proposed Ordinance No. 8-10, Setting Salaries was approved as presented.
Proposed Ordinance No. 9-10, Annual Appropriation Bill was approved as presented.
Reports were given by the following department heads: police department, fire department, library, and city services.  Written financial reports were given on sales tax receipts and the Board of Public Works.
Reports were given by the following committees:  Street, Keep Auburn Beautiful, Economic Development, Safety, Legislative and CRA.   A written financial report was provided from the Community Redevelopment Authority.
Council confirmed the appointment of Darwin McCollum to the Auburn Volunteer Fire Department.
There being no further business to come before the Mayor and Council, the City Council adjourned.
