Meeting called to order at 6:30 p.m. by Chairman Martin Hayes. Board members present: Martin Hansen, Justin Wheeldon, Jim Doty, clerk Charlotte Mc Comas. Absent Bob Sailors, Nine visitors present.
Motion by Hansen, seconded by Wheeldon to accept the agenda as reviewed. Roll Call: Hansen yes, Wheeldon yes, Doty yes, Hayes yes. All yes votes. Motion carried.
Minutes were read and reviewed. Motion by Hansen, seconded by Doty to approve the minutes with the corrections. Roll Call: Hansen yes, Wheeldon abstain, Doty yes, Hayes yes. Three yes votes, one abstain vote. Motion Carried.
Motion by Wheeldon, seconded by Doty to accept the financial report as read and reviewed with the correction of 20.00 donation instead of rent. Roll Call: Hansen yes, Wheeldon yes, Doty yes, Hayes yes. Motion Carried.

Paul Fish Chairman of the Design Review Board presented the board a letter of recommendation for the construction of the project Wyatt Gauchat wanted to do at Boettner Park for his Eagle Scouts Merits. The Design and Review Board thanked Wyatt for choosing Brownville for his Eagle Scout Project. Motion by Hansen, seconded by Wheeldon to approve the project of Wyatt Gauchat at the park. Roll Call: Hansen yes, Wheeldon yes, Doty yes, Hayes yes. Motion Carried.
Resolution No# 7-5-2010 Declare Village of Brownville a disaster of the on going flood. Motion by Hansen, seconded by Wheeldon to approve the Resolution 7-5-2010. Roll Call: Hansen yes, Wheeldon yes, Doty yes, Hayes yes. Motion carried.
Jim Gerking wanted to know if board would approve giving 30 feet or 4 sections of the railing for Randel  Smith to keep from debris hitting under the boat. Hayes told Jim that it would have to be approved by the Nebraska Historical Society Preservation. Motion by Hansen, seconded by Doty to approve of the railings. Roll Call: Hansen yes, Wheeldon yes, Doty yes, Hayes yes. Motion Carried.
Jay Tallmon asked the board if the Merchants of Brownville could block half of street on main between 1st & 2nd street, and also for Old Time Autumn October 9, 2010. Motion Doty, seconded by Hansen to approve of the use and blocking of the streets. Roll Call: Hansen yes, Wheeldon yes, Doty yes, Hayes yes. Motion Carried.
Hayes told board that the tractor was being worked on, that the clutch wasn’t working.
Board wants the town’s insurance to have someone to come to look at the roof. Clerk to call the company to report it. Motion by Doty, seconded by Hansen to adjourn. Roll Call: Hansen yes, Wheeldon yes, Doty yes, Hayes yes. Motion Carried. Adjourn 7:45 p.m.

The Mayor and City Council of the City of Auburn, Nemaha County, Nebraska, were called to meet at the City Hall at 1101 “J” Street on July 12, 2010, at 7:00 o’clock P.M., in Regular Meeting, open to the general public.  
The meeting was called to order by Robert B. Engles.  Upon roll call, the following members of the City Council were present:  Erickson, Holtzman, Snyder, Wittmann, Critser, Thomas.  Absent:  No One.
Mayor Engles announced that the Open Meetings Act is posted on the North wall of the chambers by the entrance door.

Jennifer Klein an architect with Clark Enersen Partners presented an overview of the Auburn Library’s new addition.
Council approved the plans and specifications for the Auburn Library addition.  
Discussion was held on the Reconsideration of Special Assessments in Street Improvement Projects Nos. 2008-1 and 2008-2 of Auburn, Nebraska. Public comment was received. With five Council Members (Erickson, Holtzman, Snyder, Wittmann, Thomas) voting in favor and one Council Member (Critser) voting in opposition, Council approved the special assessments presented for Street Improvement Projects Nos. 2008-1 and 2008-2 by the passage and adoption of Resolution No. 10-10.  
Dottie Holliday presented questions and comments on the purchase of property from Mark Harms and offered assistance to the City of Auburn to develop an analysis of the advantages/disadvantages of this purchase.
With one Council Member (Holtzman) voting in favor and five Council Members (Erickson, Snyder, Wittmann, Critser, Thomas) voting in opposition, a motion to close the Brush and Grass Lot immediately and discontinue the disposal of residential and commercial brush and grass failed.  
Council approved the proposal of Thiele Geotech Inc. for Phase I Environmental Assessment for the Harms Farm property with a maximum cost of $1600, and authorized the mayor to sign the proposal and notice to proceed.  
Council approved the amendments to the City of Auburn, Nebraska and Board of Public Works Employee Pension Plan and Trust by the passage and adoption of Resolution No. 11-10.  
Reports were given by department heads from the following areas:  city services, fire department, police department, library, and City Treasurer.  A written report was provided showing sales tax receipts.
The following committees presented reports:  Street, Keep Auburn Beautiful, Budget/Finance, Economic Development, Safety Committee, Building Committee,  Legislative and CRA (Community Redevelopment Authority).  
There being no further business to come before the Mayor and Council, the City Council adjourned.

Marty Fattig, Director Nemaha County Hospital presented a price quote in the amount of $78,740.00 for CPSI Software and Tools to provide software for Claim Eligibility Services, Electronic Remittance, Interface Management System, and Impatient Medication Management, Core Measures & QI for the Nemaha County Hospital.  Motion by Rohrs, seconded by Hutton to ratify the purchase of CPSI Software and Tools in the amount of $78,740.00 as recommended by the Nemaha County Hospital Board. Roll call vote:  Lovelace, aye; Hutton, aye; Rohrs, aye.
Motion by Rohrs, seconded by Hutton to authorize Chairman Lovelace to sign the Financial Aid Agreement for the Energy Efficiency and Conservation Block Grant Program (EECBG).  Roll call vote:  Lovelace, aye; Rohrs, aye; Hutton, aye.
