June 14, 2010
The Mayor and City Council of the City of Auburn, Nemaha County, Nebraska, were called to meet at the City Hall at 1101 “J” Street on June 14, 2010, at 7:00 o’clock P.M., in Regular Meeting, open to the general public.  
The meeting was called to order by Robert B. Engles.  Upon roll call, the following members of the City Council were present:  Wittmann, Erickson, Holtzman, Snyder, Thomas.  Absent:  Critser.
Mayor Engles announced that the Open Meetings Act is posted on the North wall of the chambers by the entrance door.
Council approvedthe agenda.  
Council approved the minutes of the May 24, 2010, meeting as written.
Council approved the financial report.

Council approved the claims presented.  
Council Member Critser arrived at 7:03 p.m.
There weren’t any requests to attend meetings or trainings.
Dottie Holliday addressed the mayor & council regarding the purchase of the Mark Harms property.  Several other citizens also addressed the mayor and council with their concerns.
Discussion was held regarding the approval of a bid from Mark Caspers to appraise the Mark Harms property located at the S1/2 NE1/4 Section 20-5-14.  Citizens were present to speak on this agenda item.  With 3 Council Members (Wittmann, Erickson, Snyder) voting in favor and 3 Council Members (Critser, Holtzman, Thomas) voting in opposition, and with the Mayor breaking the tie by voting in favor, the council accepted the bid of the bid of $1200.00 by Mark Caspers to appraise the Mark Harms property and directed him to proceed.  
With 4 Council Members (Wittmann, Erickson, Holtzman, Snyder) in favor and 2 Council Members (Critser, Thomas) voting in opposition, the council accepted the low bid of Kerns Excavating Company of Plattsmouth, Nebraska in the amount of $61,538.48 for the Auburn Central Avenue Water Main Extension.  
Discussion was held on the reconsideration of the special assessments in Street Improvement Projects Nos. 2008-1 and 2008-2.  Christina England spoke on behalf of Betty England saying that theyobjected to paying special assessments.  Several other citizens spoke on this agenda item. Council approved a motion toreconsider the levy of special assessments in Street Improvement Projects Nos. 2008-1 and 2008-2 and that the matters be set for reconsideration on July 12, 2010 at 7:15 o’clock P.M. at the Auburn City Hall, 1101 J Street.  
Council Member Critser left the council meeting at 8:08 p.m.
Council approved that a notice with the right of remonstrance for the addition to the Library be published by the passage and adoption of Resolution No. 7-10.
The City Council approvedDrawdown #2 for CDBG #09-HO-6047 “Citywide” Owner-Occupied Housing Rehabilitation and the related claims.  
Council approved the report of upaid Sewer accounts and shall certify said items to the Nemaha County Clerk by the passage and adoption of Resolution No. 8-10.  
Council approved the report of unpaid Water accounts and shall certify said items to the Nemaha County Clerk by the passage and adoption of Resolution No. 9-10.  
Reports were given by department heads from the following areas:  city services, fire department, police department, library, and City Treasurer.  A written report was provided showing sales tax receipts.
The following committees presented reports:  Street, Keep Auburn Beautiful, Budget/Finance, Economic Development, Safety Committee and Legislative.  
No appointment was made at this time to the Community Redevelopment Authority.
There being no further business to come before the Mayor and Council, the City Council adjourned.

Notice of Taking Bids for Demolition &
Clearance of
Residential Property – City of Auburn NSP1 Bid Round #3
You are hereby notified that the City of Auburn is taking bids for the complete demolition and site clearance of  up to 4 properties in Auburn Nebraska. The tentative list includes properties located at: Project #7 = 510 11th Street, Project #8 = 1412 “J” Street, Project #9 = 1421 “J” Street, Project #10 =1801 “P” Street.  If any of the above projects are found to not clear the NSP1 eligibility standards, the City has the right to award demolition contracts for those that do qualify while declining to demolish those projects that do not qualify.  Award of all 4 demolition contracts also depends upon the availability of funds.  If sufficient funds do not exist to do all eligible projects, then contracts will be awarded for specific projects based on specific project ranking/scoring for should those properties that do clear the application requirements and qualify for this Neighborhood Stabilization Program.
Bids must be received by the City Clerk’s office, City of Auburn, 1101 “J” Street, Auburn, NE 68305 on or before 7:50 AM on Monday 7-19-2010. At which time bids will be publicly opened and tabulated for presentation to the Auburn Housing Advisory Board/KAB and City of Auburn City Council.  It is anticipated that the City Council will take action on said bids at the 7-26-2010 City Council meeting.
Bidders should obtain from the City Clerk’s office at the City of Auburn, Nebraska the Project Specifications and bid forms for Demolition & Clearance of Residential Property – City of Auburn NSP1 Bid Round #3 prior to submitting their bids.
NOTE: The 4 properties in this Bid Round #3 have had an inspection for asbestos containing materials and up to 3 were found to contain asbestos containing materials which the City will have removed via an asbestos abatement contractor.  As such, by the time the Demolition Contractor is hired via this bid letting process, these 4 properties are to be clear of asbestos containing material per the follow up asbestos inspection. Following the City of Auburn Building Inspector and City Fire Chief coordinating the management of burning of some of these 4 structures in place, this contracted demolition project is to include demolition and clearance of the remains of the houses including any basement foundation walls and/or basement floors according to the adopted Auburn building codes, and any detached structures, trees/stumps, cellar, and other miscellaneous debris.  Please see Specification XV for specific item(s) to be retained/maintained/ to remain on site once the demolition project has been completed.
This activity is being funded via the HUD Neighborhood Stabilization Program and as such has specific standards and documentation requirements.

Bids must be received by the City Clerk’s office, City of Auburn, 1101 “J”  Street, Auburn, NE 68305 on or before 7:45 AM on Monday 7-19-2010. At which time bids will be publicly opened and tabulated for presentation to the City of Auburn City Council.  It is anticipated that the City Council will take action on said bids at the 7-26-2010 City Council meeting.

NOTICE OF PUBLIC HEARING
PUBLIC NOTICE is hereby given by the Mayor and Council of the City of Auburn, Nebraska that a public hearing will be held on July 26, 2010, at 5:00 p.m., or as soon as possible thereafter, at the Auburn City Hall, 1101 J. Street, Auburn, Nebraska.  The purpose of the hearing is to obtain public comment prior to considering a substantial modification to the general redevelopment plan for Redevelopment Area #1, including the expansion of the boundaries of such area to include certain additional real property in an area of the City (the “New Property Project Area”) that has previously been declared blighted and substandard and in need of redevelopment pursuant to the Community Development Law.  The substantial modification will also consider the approval of certain redevelopment projects and the expenditure of certain revenues.
The property which is the subject of this notice and the public hearing, New Property Project Area, shall include all real property that is (1) within the boundaries described as follows and (2) also situated within the corporate limits of the City, and no other real property:
