Public Notice
The County of Nemaha, Nebraska will receive sealed bids for replacement of roof at the Nemaha County Jail located at 1805 N Street, Auburn Nebraska until 9:00 a.m., June 24, 2010.
Bids must be sent or submitted to the office of the Nemaha County Clerk, 1824 N Street, Ste 201, Auburn NE 68305.  All bids must be enclosed in an envelope and marked on the outside of the envelope:  “Sealed Bid, Roof Repair”.
Bid specs are available at the Nemaha County Clerk’s office, 1824 N Street, Ste 201, Auburn NE 68305 during normal business hours.
All bids received will be simultaneously opened publicly and in the presence of the bidders or representatives of the bidders. No bidder may withdraw their bid for a period of 30 days after the time of receiving the bids.

County Board of Commissioners of the County of Nemaha, State of Nebraska met on May 26, 2010, Commissioner’s Chambers, Nemaha County Courthouse, Auburn NE for a regular scheduled meeting.  Notice of meeting published in the Nemaha County Herald on May 20, 2010. The agenda for the meeting was kept continually current and available for public inspection at the office of Nemaha County Clerk during normal business hours and also on the Nemaha County website.  The agenda was held open until one business day prior to the meeting for appearance before the board and items for approval by the Board of Commissioners.  The Board of Commissioners has the right to modify the agenda to include items of an emergency nature only at such public meeting.
Chairman Lovelace called the meeting to order at 9:53 a.m. Present for the meeting:  Commissioner District 1 Bob Hutton, Commissioner District 2 Monty Lovelace, Commissioner District 3 Randy Rohrs and County Clerk Joyce Oakley.
Motion by Hutton, seconded by Rohrs to approve the agenda as presented.  Roll call vote: Hutton, aye; Lovelace, aye; Rohrs, aye.
Motion by Rohrs, seconded by Hutton to approve the May 12, 2010 regular scheduled meeting minutes with no corrections.  Roll call vote: Rohrs, aye; Hutton, aye; Lovelace, aye.
Motion by Hutton, seconded by Rohrs to approve the claims for payment as presented by the County Clerk and authorized for payment by the Board of Commissioners.  Roll call vote: Lovelace, aye; Rohrs, aye; Hutton, aye.
Chairman Lovelace noted the posting of the Open Meeting Poster and the availability of the Open Meeting Handouts to the public.
Dave Merrill, Region V Systems, C.J. Johnson, Region V Services, and Bob Kinghorn, Auburn Region V Services visited with the board regarding annual reports and 2010-2011 budget requests.C.J. Johnson, Director, Region V Services Mental Health FY2010-2011 fiscal budget request is $10,759.00 a $54.00 increase from FY 2009-2010 request; and the Region V Service Substance Abuse FY 2010-2011 budget request is $1,935.00 a $10.00 increase from FY 2009-2010 request.Dave Merrill, Director, Region V Systems presented the annual report for Region V Systems and the FY 2010-2011 budget request, $13,485.00.  This request for FY2010-2011 has not increased for 15 years. Bob Kinghorn, Director, Auburn Region V Services presented their annual report and updated the board on the Auburn programs.
Sherry Black, Librarian, Auburn Memorial Library presented the board with a drawing of the proposed library addition and additional parking. Black indicated the City would need to enter into an interlocal agreement with the county for an additional 7’ of the county’s property, as the new addition to the library will encroach on the property currently being used for the Nemaha County Jail.  The board will contact Bert Fuller, Auburn City Attorney to see if the city would prepare an agreement that would allow the county, if necessary for future needs, to build within the encroached area.
Richard McGill, McGill Restoration was present to review his tuck pointing bid that was submitted and opened at the May 26, 2010 Board of Commissioners meeting.
The following fuel bids for June, 2010 were received:  Lueders Petroleum No. 2 Diesel $2.455, Unleaded $2.395; Farmers Coop No. 2 Diesel $2.435, Unleaded $2.365.  Motion by Rohrs, seconded by Hutton to award the fuel bid for the month June, 2010 to Farmers Coop.  Roll call vote: Hutton, aye; Rohrs, aye; Lovelace, aye.

VILLAGE OF BROWNVILLE MAY 3, 2010 MONTHLY BOARD MEETING
Meeting called to order at 6:30 p.m. by Chairman Martin Hayes. Board members present: Martin Hayes, Bob Sailors, Justin Wheeldon, Martin Hansen, clerk Charlotte Mc Comas. Absent Jim Doty. Thirteen visitors were present.
Minutes were read and with a correction about Marvin Thomas and his license in Nebraska, which he had not renewed and since he retired does not have his Kansas one. Motion by Hansen, seconded by Sailors to approve the minutes with the corrections. Roll Call: Sailors yes, Wheeldon yes, Hansen yes, Hayes yes, Absent Doty. All yes votes. Motion carried.

Sailors wanted to thank Kenton for painting and marking the handicap parking spaces, and spray painting the parking spaces.
Hayes told what had been done as far as the reports from Fema about the progress with the Winter Snow Storm in Dec 22, 2009-Jan 8, 2010, and the spring flood 2010.
Discussion on the front of the renovation of the Opera House. Some did not want the old way changed, and some wanted the square front. A vote was taken which some of the board voted also. Vote was Square Front 10 and the Old Way left as it looks now was 11. Board members were going to talk to the contractor about the decision of the voters. Sailors told the board that there should be someone to oversee the project. Either a board member or some one that knew about construction.
Nora Tallman reported on the progress of the Preserve America Project. The total grant money will be $20,000.00 with the first part will total $18,715.00 and the rest $1,285.00 to be paid when the project is completed. Nora told the board and visitors that there is no money of the Village funds involved in this project. Hayes has to sign some papers so the funds can be direct deposit in the bank. Motion by Wheeldon seconded by Sailors to approve the signing of the papers by Chairman Hayes and for the direct deposit of grant money. Roll Call: Sailors yes, Wheeldon yes, Hansen yes, Hayes yes. Corky Jones said there was a wash out on 1st Street. Also wanted to know if he could put an extension on a tube that enters into Judy McAlexader property. He would furnish the extension for the tube and the labor. Motion by Wheeldon, seconded  by Sailors to let Jones do the project. Jim (Salty) Smith told the board about the funds needed for their EMT classes, and wanted to know if the board wanted to help with some of the expense. Motion by Hansen seconded by Sailors to donate $100.00 towards some of the expense for their classes. Roll Call: Sailors yes, Wheeldon yes, Hansen yes, Hayes yes, Doty absent. Motion carried.
Jim Mason reported about the new fire truck and the need to come up with more funds for the truck. Board table for now.
Letter was received unsigned to the Village about barking dogs and if owner was selling dogs. Also about the horses that was on main street on owners property grazing on the grass. Board said there was an ordinance about horses in the village limits. Since the letter was not signed the board does not have to acknowledge the letter.
