INVITATION TO BID
Sealed Proposals for the construction of “2010 Central Avenue Water Main Extension” for the City of Auburn, Nebraska,” JEO Project No. 100345, will be received by the City Clerk at City Hall, 1101 “J” Street, Auburn, Nebraska, until 10:00 a.m. on the 3rd day of June, 2010, and thereafter will be read aloud.

Proposals will be taken for said construction work listed above by unit prices, as an aggregate bid for the entire project.
All Proposals for said construction work must be made on blanks furnished by the ENGINEER and must be accompanied by Bid Security of not less than 5% of the amount bid.  Bid Security to be made payable to the Treasurer of the City of Auburn as liquidated damages in case the bid is accepted and the bidder neglects or refuses, to enter into contract and furnish bond in accordance herewith.
Plans, Specifications and Bid Documents may be inspected at the office of the City Clerk, Auburn, Nebraska, and will be issued by JEO Consulting Group, Inc., Consulting Engineers, 1201 1st Avenue, P. O. Box 160, Nebraska City, Nebraska, 68410, a payment of $50.00 for a half size plan set or $25.00 for a CD to cover partial cost, none of which will be returned, needs to be paid prior to plans and specifications being sent out.  In order to bid the project, the plans and specifications must be issued directly by JEO Consulting Group, Inc. to the bidder.
The Mayor and City Council reserves the right to waive informalities and irregularities and to make awards on bids which furnish the materials and construction that will, in their opinion serve the best interests of the City of Auburn, and also reserves the right to reject any and/or all bids.

The Mayor and Council of the City of Auburn, Nemaha County, Nebraska, were called to meet at the City Hall at 1101 “J” Street on April 12, 2010, at 7:00 o’clock P.M., in Regular Meeting, open to the general public.

There weren’t any requests to attend meetings or trainings.
The City Council adopted the Nemaha Natural Resources District Multi-jurisdictional Hazard Mitigation Plan and requested approval of the plan at the federal level by the passage and adoption of Resolution No. 6-10.
The request by Auburn Discount Liquor for a Special Designated License on April 24, 2010 for a fund raiser, beer garden and tasting event to be held at 2404 “J” Street was approved.
Mayor Engles proclaimed April 30, 2010 as Arbor Day in the City of Auburn.  
The City Council awarded an asbestos abatement contract to Contracting Specialties Inc. per the bids received and subject to the City Attorney approval as to contract form, for a grand total of $5,885.00 for the 4 properties.
Monte Lovelace updated the Mayor and City Council on the Veteran’s Memorial project and asked that the City consider making a donation from the Auburn keno fund.  
The City Council approved the recommendation of the Administrative Committee/Trustees of the Pension Plan and Trust and confirmed the selection of Benefit Management to be the broker for the City of Auburn Board of Public Works Pension Plan & Trust.
CDBG #09-HO-6047 (Housing Rehabilitation Program) Drawdown #1 and the related claims were approved.
The Business Associate Agreement between the City of Auburn and The Harry A. Koch Company was approved.
With five Council Members (Erickson, Holtzman, Snyder, Wittmann, and Thomas) voting in favor and one Council Member (Critser) voting in opposition, City Attorney Albert Fuller and John Trecek with Ameritas were authorized to prepare documents to purchase the 2 properties identified as the Mark Harms Property-Brush Site and Sack Lumber Company Property located adjacent to Crestview Park.  Any necessary procedures and documents could then be considered at a future meeting.  
Reports were given by department heads from the following areas:  police department, fire department, library, city services and City Treasurer.   A written report was provided showing sales tax receipts.  
The following committees presented reports:  Street, Keep Auburn Beautiful, Budget/Finance, Economic Development, Safety, Building, and Legislative.  A report was given on the upcoming meeting of the task force regarding the possible city administrator position.  A written financial report was provided from the Community Redevelopment Authority.  
There being no further business to come before the Mayor and Council, the City Council adjourned.

Approval was given for the attendance of three library staff members at the Spring Training Extravaganza in Lincoln on May 14, 2010 and for Police Officer Jeff Timmerman to attend a training course July 19th through July 21st at the Nebraska Law Enforcement Training Center.
A presentation and request for support was given by Dick Hahn and Sherry Black regarding the Library addition.    
Public hearing was held to obtain public comment prior to considering an ordinance regarding the recodification of the City of Auburn, Nebraska Code of Ordinances (including all regulations concerning zoning and flood plain Ordinance No. 8-09). The Planning Commission recommendation was presented.  Following the public hearing, Ordinance No. 3-10 regarding the recodification of the City of Auburn, Nebraska, Code of Ordinances was adopted and approved.   
The adoption and approval of Ordinance No. 2-10 extended the franchise agreement for garbage collection service for an additional one year.
The City Council approved the expenditure of $5000 from city keno funds for the Nemaha County Veteran’s Memorial project.
NSP1 #095-ND-38 Demolition Project Drawdown #3 and the related claims were approved.

The resignation of Wayne Hemmer from the City of Auburn Municipal Facilities Corporation was accepted.  An appointment to fill the vacancy will be considered at a future meeting.
The City Council authorized the issuance of paving bonds in the amount of $255,000 for the purpose of paying the cost of constructing improvements within Street Improvement Projects Nos. 2008-1 and 2008-2 by the adoption and approval of Ordinance No. 4-10.  
The City Council authorized the issuance of highway allocation fund pledge bonds in the amount of $190,000 for the payment of costs in connection with the construction of street and paving improvements in the city by the adoption and approval of Ordinance No. 5-10.
Mayor Engles proclaimed Monday, April 26, 2010 to be “Jim Mason Day” as a thank you for Jim’s work that resulted in a grant for communication equipment for the fire departments in Nemaha County.
Reports included the cost estimation for equipment and man hours associated with the brush/burn site program.  
There being no further business to come before the Mayor and Council, the City Council adjourned.
