Notice is hereby given that on January 22, 2010, Scott D. Nelson, Assistant Manager, Nemaha Natural Resources District, on behalf of Nemaha County, appropriator, filed a petition in the Department of Natural Resources for an extension of time to begin construction for surface water appropriation A-18658 under  the provisions of Section 46-238 (2) et. seq. RSS, requesting extension of time to begin construction to July 28, 2010.
The beginning of construction is specified under surface water appropriation A-18658, which is a permit to impound 108.16 acre-feet of water from a tributary to Mud Creek, to be stored in Ray Caspers Road Reservoir to be located in the NE1/4NW1/4 of Section 14, Township 4 North, Range 13 East of the 6th P.M. in Nemaha County.
Any person with sufficient legal interest who has been or may be substantially affected by this request and who wants to object to the granting of this request or wants to request a hearing shall file a formal objection/request with the Department of Natural Resources. On or about February 11, 2010, the above-named entity will submit a request to the Nebraska Department of Economic Development (DED) for the release of Community Development Block Grant program funds for the purpose of financing the following: Project Name: Citywide Owner-Occupied Housing Rehabilitation Program. Project Purpose: To provide subsidized assistance to 10 low-to-moderate homeowners for the substantial rehabilitation of their owner-occupied single-family housing unit. Project Location: Within the Corporate Limits of the City of Auburn, Nemaha County, Nebraska. Estimated Project Cost: $250,000.
The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act requirements. An Environmental Review Record (ERR), that documents the environmental determinations for this project is on file at the above address and is available for review and may be examined or copied, upon request during regular business hours.
Public Comments
Any individual, group, or agency may submit written comments on the ERR to the above contact person. All written comments received by February 10, 2010 will be considered by the City of Auburn prior to submission of a request for release of funds.
Release of Funds
The City of Auburn also certifies to DED that Robert B. Engles, serving in the capacity of Mayor of the City of Auburn, consents to accept the jurisdiction of the Federal court in relation to environmental reviews, decision-making and action; and that these responsibilities have been satisfied. The legal effect of this certification is that upon its approval, the City may use CDBG funds and DED will have satisfied its responsibilities under the National Environmental Policy Act of 1969 and related laws and authorities.
Objections to Release of Funds
The Nebraska Department of Economic Development will accept objections to its approval of the release of funds and the City of Auburn’s certification for a period of 15 days following the anticipated submission date or its actual receipt of the request (whichever is later) only if it is on one of the following basis: (a) the certification was not executed by the Certifying Officer of the City of Auburn, (b) the City of Auburn has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; or c) the grant recipient or other participants in the development process have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by DED; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedure (24 CFR Part 58, Section 58.76). County Board of Commissioners of the County of Nemaha, State of Nebraska met on January 27, 2010, Commissioner’s Chambers, Nemaha County Courthouse, Auburn NE for a regular scheduled meeting.  Notice of meeting published in the Nemaha County Herald on January 21, 2010. The agenda for the meeting was kept continually current and available for public inspection at the office of Nemaha County Clerk during normal business hours and also on the Nemaha County website.  The agenda was held open until one business day prior to the meeting for appearance before the board and items for approval by the Board of Commissioners.  The Board of Commissioners has the right to modify the agenda to include items of an emergency nature only at such public meeting.

INVITATION FOR BIDS
The Board of Public Works, Auburn, Nebraska (BPW) is requesting proposals for mowing of BPW utility department properties for the Year 2010 Season. Proposals will be received until 1:30 P.M., local time, February 22, 2010 at the BPW Office, Auburn, Nebraska at which time and place all bids will be publicly opened and all bid prices read aloud for:
Electric Department Mowing
Water Department Mowing
Wastewater Department Mowing
No bid may be withdrawn within a period of thirty (30) days after the date fixed for bid opening. Only firm (non-escalating) bids will be allowed. It is the responsibility of the respective bidder to ensure that proposals arrive at the designated opening place on time. Late or non-delivery due to mail or express delivery company failure will be insufficient reasons for consideration of late proposals.
Bidder shall submit separate bids as described in the specifications that are on file at the BPW Office. Bidder may obtain copies at the BPW office, located at 1600 O Street, Auburn, Nebraska (phone: 402-274-4981), Monday - Friday from 8:00 AM - 5:00 PM.
BPW reserves the right to reject any and all bids and to waive informalities in bids submitted.
Envelopes containing bids shall be sealed. Each envelope containing a bid shall be marked as follows:
