Public Notice
NOTICE TO BIDDERS
Sealed bids will be received by the County Clerk of Nemaha County, Nebraska until January 13, 2010, 10:00 a.m., for the replacement of the windows at the Nemaha County Courthouse. The bids will be opened at 10:00 a.m., January 13, 2010 in the Commissioners Chambers, Nemaha County Courthouse, 1824 N St Ste 201, Auburn NE.
Copies of the specifications are available to the public at the office of the Nemaha County Clerk, 1824 N Street, Suite 201, Auburn, Nebraska 68305 during normal business hours.  
The sealed bids may be mailed or delivered to the County Clerk of Nemaha County, 1824 N Street, Ste 201, Auburn, Nebraska 68305, and should be plainly marked as, “Window Replacement, Nemaha County Courthouse”.
Along with the Bid Proposal, each bidder shall submit an unconditional Bid Bond or Certified Check made payable to the County Treasurer of Nemaha County, Nebraska, in an amount equal to five (5) percent of the Bid Proposal.  Also, each bidder is to include an estimated time of beginning and completion for the project with its Bid Proposal. The desired completion date of the project is July 1, 2010. The successful bidder (i.e. Contractor) will be allowed sixty (60) calendar days for completion of the project after beginning work at the site. The County will consider a later completion date.
Within ten (10) days following the award of the Contract, the successful bidder shall furnish a surety bond or bonds in an amount equal to or greater than the full amount of the contract.  The surety and form of the bonds are subject to the acceptance by the Board of Commissioners of the County of Nemaha, Nebraska.
The Board of Commissioners of the County of Nemaha, Nebraska reserves the right to reject any and all bids or to waive any irregularities in bids received. Awarding of the bid will be contingent upon receipt of the grant from the Nebraska American Recovery & Reinvestment Act.
Award of the Contract will be in accordance with the County Purchasing Act’s competitive bidding considerations as set forth in Neb. Rev. Stat. § 23-3110 to 23-3114, and the Board of Commissioners of Nemaha County, Nebraska will, at its discretion, award the contract on the basis of the lowest responsible bid received.

NOTICE TO BIDDERS
The Board of Trustees of Nemaha County Hospital, Auburn, Nebraska, will receive sealed proposals for Additions to and Remodeling of Nemaha County Hospital at the office of the Administrator, Nemaha County Hospital, 2022 13th Street, Auburn, Nebraska, until 2:00p.m. C.S.T., Thursday, January 14, 2010. Proposals will be opened in public and read aloud.
The Project consists of furnishing all labor, materials and equipment necessary to complete Additions to and the Remodeling of Nemaha County Hospital, Auburn, Nebraska, as shown on the Drawings and described in the Project Manual prepared by the Architects, Jackson-Jackson & Associates, Inc., 1905 North 81st Street, Omaha, Nebraska 68114.
A single proposal is required covering all General, Mechanical, Electrical and Plumbing portions of the work.
All Bids shall be made on the printed proposal forms issued by the Architect.
The successful Bidder will be required to furnish Performance and Labor and Material Payment Bonds in a sum equal to 100% of the contract price.
All proposals shall remain in effect for a period of 45 calendar days after the scheduled closing time for the receipt of proposals.
Each bid shall be accompanied by an acceptable Bid Bond or certified check payable to the Board of Trustees of Nemaha County Hospital, in the amount of five per cent (5%) of the total bid submitted, as a guarantee that if awarded the contract, the Bidder will promptly enter into an Owner- Contractor Agreement.  If bid security is not received with the proposal, the bid will not be considered.

Hayes said sand truck needs worked on and Auto Repair could put a new transfer case in and would be no labor cost for 1,100.00. Doty told board that the Division of Travel and Tourism had approve the village grant for 37,587.00 with matching funds from village to do exterior work by replacing current front facade, awning, replacing new doors, and making it more handicapped accessible. Inside new lighting in main hall and acoustical added, and if enough of grant left the floor will be refinished. Motion by Sailors, seconded by Doty to refurbish the Opera House Project. Roll Call: Sailors yes, Doty yes, Hayes yes. All yes votes. Motion carried.
Old Business: Davis to fix men’s stool in town hall, wood from old fence in back of town hall to be removed.
Bartlett Grain called Hayes to find out if they could dump the grain dust at the town’s burn site. Board tabled till next month.
Jim Mason wants to go to the MFO meeting with clerk next August. Hayes said at the town hall need to post sign saying to stay off stage, and that village is not responsible for accidents.

City Council Proceedings
December 14, 2009
The Mayor and Council of the City of Auburn, Nemaha County, Nebraska, were called to meet at the City Hall at 1101 “J” Street on December 14, 2009, at 7:00 o’clock P.M., in Regular Meeting, open to the general public.
The meeting was called to order by Mayor Robert B. Engles.  Upon roll call, the following members of the City Council were present:  Erickson, Holtzman, Snyder, Wittmann, and Thomas.   Absent:  Critser.
Mayor Engles announced that the Open Meetings Act is posted on the North wall of the Chambers by the entrance door.

Council Member Annie Thomas was elected Council President.
The City Council confirmed the annual appointments of employees and city engineer.

A Change Order associated with the “S” Street Gap Paving Project No. 2008-1 (23rd-24th Street) was approved with the net change order being a decrease of $1774.65.
RL Tiemann Construction Pay Application No. 2 associated with the “S” Street Gap Paving Project No. 2008-1 (23rd – 24th Street) in the amount of $17,111.16 was approved by the passage and adoption of Resolution No. 37-09.
A Change Order associated with the “S” Street Gap Paving Project No. 2008-2 (24th – 26th Street) was approved with the net change order being a decrease of $11,759.19.
RL Tiemann Construction Pay Application No. 2 associated with the “S” Street Gap Paving Project No. 2008-2 (24th – 26th Street) was approved in the amount of $35,694.49 by the passage and adoption of Resolution No. 38-09.
The Mayor announced that a public hearing on proposed Ordinance No. 8-09 will be held on December 28, 2009 at 5:15 p.m.
Public hearing was held for the purpose of hearing testimony on the proposed proprietary function budget presented by the Board of Public Works.  There wasn’t any opposition offered.  Following the public hearing, the City Council approved the budget.
Auburn Newspapers (Nemaha County Herald) was reappointed as the city’s official newspaper.
The City Council confirmed the reappointment of Marvin Gerdes, Jim Oestmann, Kevin Reiman, Carol Ehmke, and Ron Jones to the Park & Rec Board.
Reports were given by the department heads from the following areas:  City Services, Library, and Fire Department.  Written reports were also presented.
The following committees presented reports:  Street, Keep Auburn Beautiful, Budget/Finance, Economic Development and Legislative.  Updates were also given concerning the health insurance renewal, possibility of hiring a city administrator, and the status of the Veterans Memorial committee activities.  
There being no further business to come before the Mayor and Council, the City Council adjourned.
