PROCEEDINGS OF THE NEMAHA COUNTY
COMMISSIONERS MEETING
DECEMBER 27, 2013
County Board of Commissioners of the County of Nemaha, State of Nebraska met on December 27, 2013, Commissioner’s Chambers, Nemaha County Courthouse, Auburn NE for a regular scheduled meeting. Notice of meeting published in the Nemaha County Herald on December 20, 2013. The agenda for the meeting was kept continually current and available for public inspection at the office of Nemaha County Clerk during normal business hours and also on the Nemaha County website. The agenda was held open until one business day prior to the meeting for appearance before the board and items for approval by the Board of Commissioners. The Board of Commissioners has the right to modify the agenda to include items of an emergency nature only at such public meeting.
Chairman Hutton called the meeting to order at 8:13 a.m. Present for the meeting: Commissioner District 1 Bob Hutton, Commissioner District 2 Dennis Wittmann, Commissioner District 3 Marvin Bohling and County Clerk Joyce Oakley.
Chairman Hutton led the Pledged of Allegiance.
Chairman Hutton noted the posting of the Open Meeting Poster and the availability of the Open Meeting Handouts to the public.

Motion by Bohling, seconded by Wittmann to approve the December 11, 2013 regular scheduled meeting minutes with no corrections. Roll call vote: Wittmann, aye; Bohling, aye; Hutton, aye.
Motion by Wittmann, seconded by Bohling to approve the accounts payable claims as presented by the County Clerk and authorized for payment by the Board of Commissioners. Roll call vote: Hutton, aye; Wittmann, aye; Bohling, aye.
Leah Wehenkel, manager of Nemaha County Wellness Center and Trainer Dennis Brady were present at the meeting to discuss subleasing the building, repair and cleaning of the Multi-Plex Building.
Jacki Schmitz was not present at the meeting. Motion by Bohling, seconded by Wittmann to approve the Agreement between Johnson, Nemaha, Pawnee and Richardson Counties and People United for Families, Inc. to implement a 4 County Juvenile Service Plan to apply for County Juvenile Services Aid Program Funds (LB640) with Richardson County, lead county applying for the grant for the 4 counties. Roll call vote: Hutton, aye; Wittmann, aye; Bohling, aye.
Motion by Wittman, seconded by Bohling to authorize Nemaha County Sheriff’s Brent Lottmann to appoint 3 reserve deputies for the Nemaha County Sheriff’s Department. Roll call vote: Bohling, aye; Wittmann, aye; Hutton, aye.
The following fuel bids for the month of January, 2013 were received: Lueders Petroleum Inc. #1 Diesel $3.785, #2 Diesel $3.585, Regular Unleaded $3.045; Farmers Coop #1 Diesel $4.048, #2 Diesel $3.810, Regular Unleaded $3.164. Motion by Bohling, seconded by Wittmann to approve the fuel bids from Leuders Petroleum for the month of January, 2013. Roll call vote: Wittmann, aye; Hutton, aye; Bohling, aye.
Motion by Bohling, seconded by Wittmann to approve the Omaha Publc Power District application #172, proposed set pole in right of way, 1 mile north and 1.5 miles west of Brownville for Karla Stanley. Roll call vote: Hutton, aye; Bohling, aye; Wittmann, aye.
Motion by Wittmann, seconded by Bohling to adopt Resolution 2013-46, subdivision a 7.59 acre tract of land for Phyllis Jean McIninch Estate in Section 22 T5N R15E. Roll call vote: Bohling, aye; Hutton, aye; Wittmann, aye.
Motion by Bohling, seconded by Wittmann to approve writing a letter of support for Five Rivers RC&D grant application for Household Hazardous Waste Collections to take place for 3 consecutive years in the fall of 2013, 2014, and 2015. Roll call vote: Hutton, aye; Wittmann, aye; Bohling, aye.

Public Notice
The Board of Equalization for Nemaha County, Nebraska will consider a motor vehicle exemption request on January 23, 2013 at 11:30 a.m. in the Commissioners Room, Suite 201, Courthouse Auburn NE. A list of organizations seeking an exemption is available in the office of the County Treasurer.

Request for Proposals
In order to encourage the development of infill housing, the City of Auburn will consider providing a $10,000 grant or a free lot for the construction of housing units on vacant lots. The purpose of this is to induce housing development on lots where dilapidated houses were removed. Nonconforming construction and setbacks will be considered if the variances are conducive to new housing goals. Proposals should be mailed or delivered to City Hall, 1101 “J” Street, Auburn, NE 68305. The deadline for submitting a proposal to the City will be at 5:00 o’clock p.m. on February 28, 2013. Proposals will be reviewed by the KAB committee with their recommendation to be given to the City Council for final approval.
Proposals should include the sq. footage of the proposed housing structure, a basic floor plan, anticipated construction costs, lot cost and all other information that may be helpful in selecting the project to be funded. Questions can be directed to City Hall, (402) 274-3420.
