The Nemaha County Extension will hold an Extension Board Meeting, Thursday, January 3, 2013, 6:00 p.m. at the Meeting Room in the basement of the Courthouse, Auburn.

NOTICE OF INTENT TO
REQUEST RELEASE OF FUNDS

Auburn Owner Occupied Housing Rehabilitation Project

To All Interested Agencies, Groups and Persons:
On or about January 4, 2013, the above-named entity will submit a request to the Nebraska Department of Economic Development (DED) for the  release of Community Development Block Grant program funds for the purpose of financing the following:   Project Name: Auburn Owner Occupied Housing Rehabilitation Project.  Project Purpose:   City-wide Owner Occupied Housing Rehabilitation Program.  Project Location:  City-wide within the city limits of Auburn, Nemaha County, NE.  Estimated Project Cost: $224,868.
The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act requirements.  An Environmental Review Record (ERR), that documents the environmental determinations for this project is on file at the above address and is available for review and may be examined or copied, upon request during regular business hours.
Public Comments
Any individual, group, or agency may submit written comments on the ERR to the above contact person.  All written comments received by January 3, 2013 will be considered by the City of Auburn prior to submission of a request for release of funds. 
Release of Funds
The City of Auburn also certifies to DED that Scott Kudrna, serving in the capacity of Mayor of the City of Auburn, consents to accept the jurisdiction of the Federal court in relation to environmental reviews, decision-making and action; and that these responsibilities have been satisfied.  The legal effect of this certification is that upon its approval, the City may use CDBG funds and DED will have satisfied its responsibilities under the National Environmental Policy Act of 1969 and related laws and authorities.
Objections to Release of Funds
The Nebraska Department of Economic Development will accept objections to its approval of the release of funds and the City of Auburn certification for a period of 15 days following the anticipated submission date or its actual receipt of the request (whichever is later)  only if it is on one of the following basis:  (a) the certification was not executed by the Certifying Officer of the City of Auburn; (b) the City of Auburn has omitted a step or failed to make a decision or finding required by  HUD regulations at 24 CFR Part 58; or c) the grant recipient or other participants in the development process have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by DED; or (d) another Federal agency acting pursuant  to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.  Objections must be prepared and submitted in accordance with the required procedure (24 CFR Part 58, Section 58.76).  Such written comments should be addressed to: Nebraska Department of Economic Development Community and Rural Development Division   P.O.
