MINUTES OF THE MEETING OF THE BOARD OF PUBLIC WORKS OF THE CITY OF AUBURN, NEMAHA COUNTY, NEBRASKA
HELD NOVEMBER 12, 2012
THE BOARD OF PUBLIC WORKS OF THE CITY OF AUBURN, NEMAHA COUNTY, NEBRASKA (BPW), met in regular session on the 12TH of November, 2012 at the regular meeting place of the Board at the hour of 11:00 a.m. This meeting was held in open session as required by Chapter 84, Article 14 of Nebraska Statutes.
Chairman Hahn asked General Manager (GM) Dave Hunter to begin the tour of the Wastewater Treatment Plant. GM Hunter led the Board Members on a 55 minute tour of the facilities.
Chairman Hahn called the meeting to order and requested roll call: Members present –Glenn, Hahn, Gulizia, Kubik, & Wilson.
Chairman Hahn announced this was an open meeting and information about open meetings was posted on the north wall of the Board Room.
Chairman Hahn noted all Board Members have received a copy of the Agenda for this meeting.
Chairman Hahn acknowledged the guests, Dottie Holliday and Mary Kruger and asked if they wished to address the Board at this time. They stated that they would address items as they came up on the agenda.
GM Hunter presented the Board with Bid Specifications regarding the proposed office remodel for their consideration. GM Hunter asked the Board to approve the submitted specifications and approve putting the office remodel out for bids. With an alternate choice of carpeting for the Boardroom, Member Gulizia made a motion to put the office remodel out for bids. Member Glenn seconded the motion. Roll call: those voting aye – Glenn, Gulizia, Hahn, Kubik, & Wilson. Chairman Hahn declared the motion carried.
GM Hunter presented the Board with a proposed addressing policy for the City of Auburn. The BPW is responsible for assigning addresses within the City of Auburn, and GM Hunter recommended approving the policy for submission to the City Council. After discussion, Member Glenn made a motion to approve the addressing policy and forward it to the City Council for their approval. Roll call: those voting aye – Glenn, Gulizia, Hahn, Kubik, & Wilson. Chairman Hahn declared the motion carried.
GM Hunter presented the Board with a program from the USDA for a Rural Economic Development Grant Program. GM Hunter recommended that he be allowed to submit a letter to the program director, Joseph Badin, in Washington D.C. to determine the BPW’s eligibility to participate in the program. Member Kubik made a motion to have GM Hunter send a letter to Mr. Badin to determine BPW’s eligibility for the USDA Program. Member Wilson seconded the motion. Roll call: those voting aye – Glenn, Gulizia, Hahn, Kubik, & Wilson. Chairman Hahn declared the motion carried.
The City of Tecumseh has requested that the BPW provide water / wastewater services similar to the services currently being provided to Brownville. After discussion, Member Glenn made a motion to provide the City of Tecumseh with a water / wastewater operator at the same cost as services are currently being provided to Peru, Brownville, and Nemaha. Member Kubik seconded the motion. Roll call: those voting aye – Glenn, Gulizia, Hahn, Kubik, & Wilson. Chairman Hahn declared the motion carried.
GM Hunter asked the Board to approve a new contract with the Western Area Power Administration (WAPA). GM Hunter stated that the current contract did not expire until 2021 but WAPA would like approval on a 30 year contract with the same terms. Member Glenn made a motion to approve the WAPA contract. Member Kubik seconded the motion. Roll call: those voting aye – Glenn, Gulizia, Hahn, Kubik, & Wilson. Chairman Hahn declared the motion carried.
GM Hunter reported to the Board that staff had been reviewing the possibility of outsourcing billing statements and delinquent notices. Member Kubik made a motion to outsource billing and review in three months. Member Glenn seconded the motion. Roll call: those voting aye – Glenn, Gulizia, Hahn, Kubik, & Wilson. Chairman Hahn declared the motion carried.
GM Hunter noted the budget timeline for the Board to understand the time frames regarding the budget process.
GM Hunter presented the water and wastewater budgets for the Board’s approval. After much discussion, Member Kubik made a motion to approve the 2013 water and wastewater budgets. Member Glenn seconded the motion. Roll call: those voting aye – Glenn, Gulizia, Hahn, Kubik, & Wilson. Chairman Hahn declared the motion carried.
GM Hunter presented a 2013 Schedule of Miscellaneous Fees for the Board’s approval. Member Kubik made a motion to approve the 2013 Schedule of Miscellaneous Fees. Member Gulizia seconded the motion. Roll call: those voting aye – Glenn, Gulizia, Hahn, Kubik, & Wilson. Chairman Hahn declared the motion carried.
On Financial:
Accounting & Finance Manager (AFM) Melissa Sierks presented the Board with all the normal reports regarding financial, and asked for any questions regarding the financial reports. AFM Sierks also reported on CD’s that are maturing and recommended terms and splits to the Board. Member Kubik made a motion to approve financial. Member Glenn seconded the motion. Roll call: those voting aye – Glenn, Gulizia, Hahn, Kubik, & Wilson. Chairman Hahn declared the motion carried.
Chairman Hahn asked for any objections or exceptions to the General Consent Items listed under Agenda Item #16. Motion was moved by Member Glenn, seconded by Member Kubik, the Board approve the General Consent Items listed below:
a) Approve the previous meeting’s minutes and dispense with reading of same,
b) Approve monthly compensation of officers, management and employees as previously fixed by the Board,
c) Approve, ratify and allow the following checks written/transfers during the month:

GM Hunter asked the Board’s permission to continue the tradition of providing employees with $20 for a holiday gift certificate in the form of Chamber Bucks. Member Glenn made a motion for $20 for each employee for a holiday gift certificate at a cost of $480. Member Kubik seconded the motion. Roll call: those voting aye – Glenn, Gulizia, Hahn, Kubik, & Wilson. Chairman Hahn declared the motion carried.
There being no further business to come before the Board, motion was moved by Member Glenn the Board adjourn to the next regular Board Meeting to be held December 10th at the hour of 12:00 a.m. at the regular meeting place of the Board. Member Kubik seconded the motion. Roll call: those voting aye – Glenn, Gulizia, Hahn, Kubik, & Wilson. Chairman Hahn declared the motion carried. Chairman Hahn declared the meeting adjourned.
