PUBLIC NOTICE

PURPOSE OF THIS NOTICE: The U.S. Environmental Protection Agency (EPA) is announcing its proposed determination of Corrective Action Complete without Controls under the Resource Conservation and Recovery Act, as amended (RCRA), for the Auburn Board of Public Works (facility). Corrective Action Complete without Controls means that, as of the date of this notice, the facility owner/operator has satisfied RCRA corrective action obligations. Based on available information, the EPA is not aware of any environmental releases of hazardous constituents at the facility at levels that present a potential threat to human health or the environment. The EPA is taking comments on our proposal that no further environmental cleanup is necessary at this facility. The EPA will make a final decision after considering all comments, consistent with applicable RCRA requirements and regulations. If the decision is substantially unchanged from the one in this notice, EPA will issue a final decision and inform all persons who submitted written comments or requested notice of EPA’s final determination. If the final decision is significantly different from the one proposed, EPA will issue a public notice explaining the new proposed decision and will reopen the comment period.
FACILITY DESCRIPTION: The facility is located at 1517 16th Street, Auburn, Nebraska, at the city’s electrical generation plant. The electrical generation plant became a hazardous waste storage facility due to the accumulation and storage of parts-washer solvent for engine parts and paint thinner from painting operations to restore light poles and transformers. A Site Assessment was performed in October 1989, for the permanent closure and change-in-service for three 25,000-gallon diesel underground storage tanks located on the facility. During an inspection, the inspector noted that waste had been stored on-site longer than the allowable time limit. Hazardous waste was disposed of in December 2006 and May 2007, and a Closure Plan for the storage area was submitted in June 2007. The site underwent closure, and Closure Certification for the hazardous waste storage area was acknowledged in April 2008. The Closure Certification Report noted that the facility would continue to operate as a small-quantity generator and would comply with state regulations governing small-quantity generators. Based on information available at EPA’s office at 901 N 5th Street, Kansas City, Kansas, the site does not currently present contaminant levels that require clean up. COMMENT PROCESS: Persons wishing to comment on EPA’s proposed decision of Corrective Action Complete without Controls must submit comments to EPA within the 30-day comment period ending July 9, 2012. Interested persons may also request a public hearing on this proposed decision. All comments and/or requests for a hearing must be submitted in writing via mail, fax, or email to the EPA Project Manager, Ruby Crysler, as listed below, and must be received prior to July 9, 2012.  All comments will be considered in making a final decision.

Public Notice
The County of Nemaha, Nebraska will receive sealed bids until 9:15 a.m., June 13, 2012 for a ‘Hydraulic Detachable Gooseneck Trailer’. Minimum bid specifications and bid form can be picked up at the Nemaha County Clerk’s Office during normal business hours.
Sealed bids must be sent to Joyce Oakley, Nemaha County Clerk, 1824 N Street, Auburn NE 68305. All bids must be clearly marked on the outside of the envelope:  “Sealed Bid Trailer”.  
All bids must be accompanied by a “Bid Bond” or “Certified or Cashier’s Check” in the amount of 5% of the total bid made payable to the Nemaha County Treasurer as evidence of good faith that the successful bidder will enter into a contract with the County of Nemaha, Nebraska to deliver the item bid as per the specifications.
Bids received will be simultaneously opened publicly and in the presence of the bidders or representatives of the bidders.
Awarding of the bid will be in accordance with Section No. 10 of LB 393 known as the County Purchasing Act.
