The following described property will be sold at public auction to the highest bidder at the East front door of the Nemaha County Courthouse on the 25th day of April, 2012 at 10:00 o’clock A.M.:

Requests for Proposals
In order to encourage the development of infill housing, the City of Auburn will consider providing a $10,000 grant for the construction of housing units on vacant lots.  The purpose of this is to induce housing development on lots where dilapidated houses were removed.  Non conforming construction and setbacks will be considered if the variances are conducive to new housing goals.  Proposals should be mailed or delivered to City Hall, 1101 “J” Street, Auburn, NE  68305.   The deadline for submitting a proposal to the City will be at 5:00 o’clock p.m. on April 2, 2012.  Proposals will be reviewed by the KAB committee with their recommendation to be given to the City Council for final approval on April 9, 2012.
Proposals should include the sq. footage of the proposed housing structure, a basic floor plan, anticipated construction costs, lot cost and all other information that may be helpful in selecting the project to be funded.   Questions can be directed to City Hall, (402) 274-3420.

PUBLIC HEARING NOTICE
Blue Rivers Area Agency on Aging is seeking a capital acquisitions grant through the Nebraska Deparment of Roads to purchase two (2) small buses. The funds will be provided by Federal and Local resources. The estimated cost of each ADA accessible vehicle is $55,000.
These vehicles will replace older models that are currently being used within the Blue Rivers Agency Transportation program in Nemaha and Otoe Counties. This acquisition will allow for transportation services to continue for individuals within this service area.

Todd Zeilinger with Zeilinger Keno Inc. was present and answered questions regarding his proposal to operate a keno-style lottery for the City.  Rachelle Emshoff advised those in attendance that Hickory Road BBQ is interested in being a local sales outlet operator for Zeilinger Keno Inc.  A proposal from Lotto Nebraska was also filed with the City.  Following discussion, the City Council approved a motion accepting the proposal of Zeilinger Keno Inc. for the operation of a municipal keno lottery with a sales outlet at Hickory Road BBQ subject to the approval of the written agreement between the City and the operator.  
With four Council Members (Erickson, Holtzman, Billings, Bishop) voting in favor and two Council Members (Clark, Critser) voting against, approval was given for the expenditure of up to $63,000 of Keno funds for a digital projector to be used at the State Theater owned by the Auburn Public Schools with $33,000 given up front and the additional $30,000 after the seating is installed.
The use of Auburn 10-DTR-105 Community Development Block Grant Commercial Rehab funding as suggested by the Revitalization Review Committee was approved by the passage and adoption of Resolution No. 5-12.

CDBG #09-HO-6047 (Citywide Owner-Occupied Housing Rehabilitation Program) Drawdown #23 in the amount of $1,525 and the related claims were approved.
CDBG #09-HO-6047 (Citywide Owner-Occupied Housing Rehabilitation Program) Drawdown #24 in the amount of $1,733 and the related claims were approved.
Upon recommendation of KAB the City Council voted to proceed with the grant application process for 2012 Citywide Owner-Occupied Housing Rehabilitation grant program funding.
Public Hearing was held on the Board of Public Works Reconciliation Statements for Water Departments regarding the adopted proprietary budget for the previous fiscal year.  General Manager Dave Hunter presented the information and answered questions.  Following the public hearing, the Board of Public Works Proprietary Function Reconciliation Statement was approved and authorization was given for the publication of said statement.  
With five Council Members (Holtzman, Billings, Bishop, Critser, Erickson) voting in favor and one Council Member (Clark) voting against, the Waiver and Fine Schedule for City Code Violations was approved by the passage and adoption of Resolution No. 6-12.  
Ordinance No. 1-12 relating to Sunday Alcohol Sales was approved.
The Regular Meeting date for the Mayor and City Council was changed to the 2nd Monday of the month by the passage and adoption of Ordinance No. 2-12.
Reports were given by the following department heads:  library, fire department, street department, police department and City Treasurer.  
The following committees provided reports:  Street, Safety, and Ordinance.   A written financial report was provided by the Auburn Community Redevelopment Authority.   
There being no further business to come before the Mayor and Council, the City Council adjourned.

The Board of Education of School District #29 of Nemaha County met on March 12, 2012 at the Auburn Public Schools, Central Office for the purpose of conducting the regular board meeting.    Notice of the meeting was duly published in the Auburn Newspapers.
President Bob Hemmingsen called the meeting to order at 5:30 p.m.  Roll call of members present were: Oestmann, Kennedy, Billesbach, Hemmingsen, Zaruba and Kernes Krause.
Motion by Kernes Krause and second by Billesbach to approve the consent agenda.  Roll call vote Zaruba (yes), Kennedy (yes), Billesbach (yes), Oestmann (yes) and Kernes Krause (yes) Hemmingsen (yes). Motion carried 6-0.
Visitors included: Wayne Chase, David Swanson, Amy Kroll and the administrators.
Motion by Kernes Krause and second by Kennedy that the Board approve the monthly claims in all funds as presented.  Roll call vote: Billesbach (yes), Oestmann (yes), Kernes Krause (yes), Hemmingsen (yes), Zaruba (yes) and Kennedy (yes). Motion carried 6-0.

Motion by Zaruba and second by Kennedy that the Board approve the purchase of a digital projector and movie screen from Sonic Equipment at a cost of $65,381.83.  Roll call vote: Zaruba (yes), Kennedy (yes), Billesbach (yes), Oestmann (yes), Kernes Krause (yes) and Hemmingsen (yes).  Motion carried 6-0.
Motion by Kennedy that the board nominate a board member to be a NASB legislation committee member.  Motion withdrawn due to lack of second.
Motion by Kennedy and second by Oestmann that the Board approve the bid from Martin Photography for school student photos and annualettes for the 2012-2013 school year as presented. Roll call vote: Billesbach (yes), Oestmann (yes), Kernes Krause (yes), Hemmingsen (yes), Zaruba (yes) and Kennedy (yes).  Motion carried 6-0.
Motion by Kennedy and second by Kernes Krause that the Board approve the virtual print fee agreement with Christie Digital Systems as presented.  Roll call vote: Oestmann (yes), Kernes Krause (yes), Hemmingsen (yes), Zaruba (yes), Kennedy (yes) and Billesbach (yes). Motion carried 6-0.
Motion by Billesbach and second by Zaruba that the Board approve the revised policies and regulation as presented. Roll call vote:  Zaruba (yes), Kennedy (yes), Billesbach (yes), Oestmann (yes), Kernes Krause (no) and Hemmingsen (yes).  Motion carried 5-1.
President Bob Hemmingsen adjourned the meeting at 5:54 p.m.
The next regular monthly meeting of the Board of Education will be held on April 9, 2012 at 5:30 p.m. at the Auburn Public Schools Central Office, 1713 J Street, Auburn, NE. The agenda for the regular school board meeting shall be kept continuously current and shall be readily available for public inspection at the superintendent’s office during normal business hours.  All items on the board agenda are subject to discussion and/or board action.  The board may enter closed session regarding any item on the agenda, which is permitted by Nebraska Statute.
