Peru Owner-Occupied Housing Rehabilitation Pre-Applications Sought

Early response from interested homeowners is being sought for a potential Owner-Occupied Housing Rehabilitation program in the City of Peru. 
As a first step, before a program is a reality for the City of Peru, the Peru City Council is mailing pre-applications out to gauge community interest. To accomplish this, Peru city officials mailed out an information packet. The packet includes a Program Facts Sheet, a Housing Rehabilitation Program brochure and a pre-application with a return envelope addressed to Southeast Nebraska Development District (SENDD) for your pre-application.
Peru homeowners who respond to this mailing will play a major role in clarifying the need for such an owner occupied housing rehabilitation program.  Your response will also help city officials to a gain a general understanding of housing improvement needs in Peru. If city officials receive funding, individual awards will depend both on order of received pre-application and need-based scoring. That will be determined by a housing board and the Peru City Council. Staff of the SENDD Humboldt office will gather these pre-applications.  They will be kept confidential.
SENDD Humboldt staff cautioned that funding was not guaranteed. Award information will not be known until late 2012. Construction would begin in early 2013 and continue into 2014. If funded, Peru city officials would be able to rehabilitate eight owner-occupied homes totaling $250,000. Renters are not eligible for the targeted Owner Occupied Rehabilitation grant.  If Peru city officials are awarded Community Development Block Grant funds,  pre-applicants  will be contacted in the late fall of 2012. A verification process will begin to determine the eight households to receive rehab assistance.
WHO IS A LIKELY REHABILITATION CANDIDATE, WHAT IS REHABILITATION?
The top priority is to help those in the lowest income brackets with home improvements. The most likely funded homes will fall into Category 1 or 50 percent of median income. Those falling into Category 2 or 80 percent of median income are also encouraged to apply, as projects could get funded outside of Category 1 applicants.
Construction needs specific to each home will be determined by an inspection of the home. It typically includes such areas as heating, plumbing, roofs, windows and doors.  The maximum amount of repairs total $24,950. More information will be included in the “Program Facts” and “Program Brochure” that are included in the mailer. Please review and retain these documents. Income guidelines are below:
